In 2007,Huai’an City,Jiangsu Province,China took the lead in pilot implementation of "jointly owned housing",and achieved remarkable results.Then six cities including Beijing were identified as the first batch of practical cities,and also gained rich experience.However,a large number of cities in China started relatively late,and there were obvious problems due to lack of experience in the operation of the housing system with common property rights guarantee.Dongguan is a typical example.Dongguan first mentioned the concept of "housing with common property rights" and put it into practice in 2020.Its practical experience is limited.Although it has achieved certain results,its housing system with common property rights is still to be improved.In this regard,this paper takes Dongguan City as an example to study the problem of the housing system with common property rights.Firstly,this paper combs the research results of the common property rights guaranteed housing at home and abroad through the literature research method,and studies the relevant core concepts and basic theories,so as to point out the direction and lay the foundation for this research.Through field research,quantitative research and comparative research,the research on the housing system of shared property rights in Dongguan has found that public rental housing(including low-rent housing)is the main type of indemnificatory housing in Dongguan.People’s satisfaction with the indemnificatory housing in Dongguan is high,but their understanding of relevant policies is not high.Dongguan’s indemnificatory housing system and operation system still have problems such as single guarantee mode,difficulty in operation and management,unsatisfied property rights demands of middle and low income groups,and great pressure on government funds.It is necessary and feasible to implement the housing system with common property rights.Through the time series ARMA model and multiple linear regression model,the demand for the shared property rights guaranteed housing in Dongguan in the next five years is predicted.It is found that the demand is about 90600 units,but the supply is only about 40000 units,which is seriously in short supply.Drawing on the operating experience of shared property rights guaranteed housing in many regions at home and abroad from many aspects,we found that the key is to clarify the access standards,improve the review and supervision mechanism,and ensure adequate housing resources and funds.In view of the existing problems and lessons learned,it proposes to dynamically adjust the access standard of Dongguan’s public property rights guaranteed housing,explore the normalization application method of Dongguan’s public property rights guaranteed housing,optimize the waiting mode of Dongguan’s public property rights guaranteed housing,strengthen the post-supply management of Dongguan’s public property rights guaranteed housing,and improve the exit mechanism of Dongguan’s public property rights guaranteed housing Widen the supply source of housing with shared property rights in Dongguan.
