Study On Cooperative Governance Of Community Security In Bali Of Renshou County

Along with the economic growth of China,urbanization level enters a stage of rapid development,community as "city cell" has become the most basic module to solve the problem of city security.Community as the smallest basic unit,community public security governance plays a decisive role in the entire social public security governance,through the creation of efficient operation system to meet the stable development of the society.In recent years,with the implementation of community police work,the basic work of public security has been further improved,the fight against crime has achieved results,and the satisfaction of community residents has gradually increased.However,in the actual work,the contradiction between the shortage of community police force and the demand of community public security has always existed.The community public security governance model managed by a single subject shows great defects,the social group force is difficult to join,the community police group pressure is great,showing the phenomenon of the mismatch between the demand of community public security and the police force.This article through to Renshou eight community public security management in the investigation and analysis,in the perspective of governance,using comparative analysis,case analysis,field investigation,the government function theory,new public management theory,the cooperative governance theory and game theory to Renshou eight multiple subject to participate in community public security management in the main body responsibility,Make clear the responsibility and obligation of each subject and the role orientation of each subject in community public security governance;The author points out that Bally community has taken a series of measures in public security management,and has certain effects,but there are still shortcomings.Based on the current situation,advantages and disadvantages of the multi-subject cooperative participation in public security governance in Bali Community,the main research conclusions of this paper are as follows:(1)Under the model of public security cooperative governance,it is necessary to match and position the roles and responsibilities among the multi-subject.(2)Bali Community has also made some exploration in the transformation from unitary subject to multi-subject participation in community security governance,but the results are not outstanding.(3)At present,there are still some problems in the collaborative participation of multiple subjects in community public security governance in Bali community,such as unclear roles of various multiple subjects,low participation of residents,insignificant effect of public security governance,and difficulties in participation among subjects.The paper puts forward the following countermeasures and suggestions on how to improve the governance mode of community public security:(1)To enhance the participation enthusiasm of social forces by promoting the construction of community public security culture and strengthening the concept of community legal security;(2)Strengthen the main responsibility of community security governance by transforming the single-subject community security governance model and guiding social forces to participate;(3)Improve the participation system of multiple subjects by constructing the working mechanism of multiple subjects and the communication and cooperation mechanism of multiple subjects;(4)Strengthen the reward and punishment means of multi-subject participation in community public security governance and supervise the behavior of community public security governance to improve the effectiveness of multi-subject participation in community public security governance.
