A Study On The Causes And Effects Of Duterte Government’s Adjustment Of Its Policy Toward The United States

After Duterte came to power,the relationship between the United States and the Philippines turned from following the United States to alienating the United States.This article hopes that by analyzing the causes and effects of the Duterte administration’s adjustment of its policy toward the United States,it can help China to have a deeper understanding of the current behavior of the Philippines and discover the weaknesses in the control mechanism of the United States’ allies,help China find a way to deal with the breach,reducing the pressure on the United States balance.There are many reasons for the Duterte government’s estrangement from the United States,such as the global strategic contraction of the United States,which can not meet the actual interests of the Philippines,and the differences between the Philippines and the United States on the values of human rights.First,on the American side,Donald Trump’s strategic retrenchment around the world under the banner of“Economic priority”and“Power priority”has led to a marked drop in economic investment and defence aid to the Philippines.Duterte government in the domestic economic construction,anti-terrorism,anti-corruption and other governance issues,the absence of the United States makes Duterte have to look to China.Secondly,from the perspective of the Philippines,Duterte’s adjustment to the relationship between the United States and the Philippines is also affected by the struggle for power and profit of the domestic political family groups in the Philippines After Duterte came to power,he shifted the focus of national strategy to domestic political affairs,focusing on drug control,constitutional amendment and large-scale infrastructure construction.Finally,the United States and the Philippines have different views on the value of human rights.The United States played up the human rights issue in the Philippines during the anti-drug campaign,created panic,and used the name of“Human Rights”to meddle in the domestic affairs of the Philippines,making the opposition take advantage of the opportunity,affecting political stability in the Philippines,seriously damaging Duterte’s authority in national governance,Duterte chose to alienate the United States as the core factor.The estrangement between the United States and the Philippines has hindered the United States’ “South China sea policy” and“Indo-pacific strategy” on the one hand,and strengthened Duterte’s ruling position and enhanced his government’s authority on the other.However,at this stage,the estrangement between the US and the Philippines has not fundamentally shaken the us-philippines alliance,which has not changed substantially.
