Since our country entered the aging society at the beginning of the 21 st century,the aging process has been accelerating and the degree is deepening.With the continuous growth of the elderly population,the pension demand is increasing with each passing day,and the issue of elderly care will become a major social problem facing China.In order to deal with the rapid aging process and realize the old-age support,to meet the multi-level needs of the elderly for retirement,our government is actively developing the cause of the elderly.However,due to the financial pressure of local governments,the unilateral financial support is not enough to solve the current pension problem.The application of PPP in old-age real estate can alleviate above-mentioned problems.The application and promotion of this model can reduce the financial pressure and solve the problems of insufficient old-age supply and low service quality.However,old-age real estate PPP project in our country is in the beginning of the development,the relevant experience of the participants is less,and all aspects are not mature.Restricted by various conditions,the number of pension projects stored in the PPP comprehensive information platform is small,and the landing rate is low.Therefore,it is necessary to analyze the critical success factors of elderly real estate PPP project.In this paper,the old-age real estate PPP project with the nature of quasi-public products is selected as the research object,study the critical success factors and action mechanism of the project.Specifically,the research content has three aspects: Firstly,identify the factors that affecting the success of the old-age real estate PPP project.Through the analysis of the literature,multiple case studies and interviews with experts,32 successful factors were summarized.Secondly,identify the critical success factors and classify them.Based on 32 influencing factors,the questionnaire was compiled and distributed,and the collected questionnaires were analyzed by using SPSS software for data analysis.Factors with low scores were eliminated and factor analysis was adopted to determine 24 critical success factors,which were divided into seven categories: government,private,transaction structure,project characteristic,social support and project environment,industry regulation and project feasibility factor.Then clarify the mechanism of critical success factors on the success of the project.By using ISM-MICMAC method,24 factors were classified,the hierarchical relationship among factors was clarified,and the mechanism of factors on project success was explored,to determine the factors that need to focus on the success of PPP projects for the aged real estate.The main conclusions are as follows: The 24 critical success factors affect the success of old-age real estate PPP projects in a complex and overlapping way,and it is difficult to achieve the project goal by controlling a certain factor.The root factors are of low level,and the effect path to the success of the project is longer than other factors.Therefore,we should pay attention to the control of the root factors,and coordinate the management and control of multiple factors on this basis.The study finds that the policy support,government credit,supervision,operation and management ability of social capital,social capital experience and sound legal system are the root factors.Therefore,this paper starts from the above factors and makes suggestions from three aspects: national policy,local government and social capital.
