As an important part of China’s urban grassroots social governance objects,state-owned enterprise(SOE)unit-type communities exhibit special characteristics in terms of resident composition,community resources,and organizational structure,and their modern community construction process also presents characteristics that are different from those of other types of communities.In the context of the modernization of national governance and the reform of the“de-socialization” of state-owned enterprises,exploring the transformation of such community governance and the construction of a collaborative governance mechanism is a proper part of grassroots social development.The article focuses on the basic topic of “how to promote the transformation of community governance in SOE to achieve governance synergy”,investigates the current situation of collaborative governance in XY community in Xianyang City through interview,observation,and questionnaire methods,and analyzes the realistic conditions for achieving collaborative governance in SOE based on the four structures of SFIC model: starting conditions,facilitative leadership,institutional design,and collaborative process.XY state-owned enterprise community in Xianyang City,Shaanxi Province,has gone through a difficult exploration in the pursuit of governance synergy,and under the policy of “three supplies and one industry”,it has developed into a “one core and multiple” governance pattern of diversified governance(Cooperation between the state-introduced market-oriented property companies,the community’s internal social self-governance forces growing up in the property committee and the government’s grass-roots dispatch organization neighborhood committee),the specific governance synergy failure problems encountered include the asymmetry of resources of each subject and the frequent history of disputes cause insufficient motivation of synergy,lack of trust building in the process of synergy,insufficient institutional guarantee of Multi-Governance order operation system,and limited synergistic leadership of the grass-roots organizations.The practice of collaborative governance in XY community in Xianyang City provides an effective supplement to the study of modern community governance,and the performance of governance synergy failure provides an empirical reference for similar communities to achieve governance synergy.Based on the existing research,combined with the SFIC governance model,the following suggestions are put forward for the optimization of community collaborative governance of SOE: first,the construction of starting conditions to ease the asymmetry of resources for collaborative participation in governance among subjects and to enhance the synergistic motivation for the participation of subjects;second,the construction of facilitative leadership to enhance the synergy of party and government leadership;third,the construction of institutional design to guarantee the orderly participation of subjects in community construction to achieve governance synergy goals;fourth is the construction of a collaborative process,giving full play to the social governance resources of acquaintances in the unit community and improving the mechanism of multiple synergistic participation.The transformation of unit communities should insist on the perspective of the public nature of the positive interaction of all subjects,and explore and innovate the way of good community governance adapted to its characteristics according to local conditions. |
