| "Strategic autonomy" is becoming an important part of the EU’s global strategy,which involves the EU’s security and defense autonomy and other related fields.In recent years,the EU has been increasingly inclined to strengthen strategic autonomy,build and reshape European collective sovereignty,so as to enhance its international discourse power and enhance its bargaining power in geopolitical games.Driven by the deepening internal crisis and the increasingly complex external international environment,the EU’s thinking and discussion on "strategic autonomy" has also extended from the original traditional security and defense fields to non-traditional security development fields such as trade,investment and science and technology.As the policy and legal basis of EU’s "strategic autonomy" in the field of investment,the Framework Regulation on Foreign Direct Investment Review is the legal criterion and implementation basis for EU to conduct corresponding review on foreign investment for the consideration of maintaining industrial competitiveness and protecting industrial security,and for the starting point of maintaining "economic sovereignty." The legislative behavior of the European Commission in the process of foreign investment review has strengthened the power base of the EU mechanism to a certain extent,and improved the coordination capacity of integration policies by reshaping the power mechanism of foreign investment review.On a non-mandatory basis,the EU reviews foreign investment projects declared by member states,which helps to maintain the economic sovereignty of the EU as a whole.China is an important destination for foreign investment in the EU,mainly through mergers and acquisitions,supplemented by green investment,and mainly in high-tech and high-end manufacturing industries.The implementation of the EU Investment Examination Regulation will affect China’s investment in Europe in the long run,and will lead to more complicated the process of China-Eu investment agreement.In essence,the introduction of regulations even with a strong Chinese factor.Under the new development pattern,in order to improve the development of China-EU investment relations in the medium and long term,it is necessary to conduct in-depth research on the policy connotation of the current EU strategic autonomy in the economic field.This paper is devoted to analyzing the motivation,content and trend of EU foreign investment review under the framework of "strategic autonomy",systematically combing and analyzing the possible impact on European investment and proposing countermeasures.At the same time,this paper analyzes the policy implementation and impact of EU’s strategic autonomy in the investment field,analyzes its possible impact on Chinese investment in Europe in the medium term,as well as the pending China-EU investment agreement,and preliminarily puts forward corresponding strategic suggestions. |
