China’s Roles In The Building Of Asia-Pacific Security Architecture

Building an Asia-Pacific security architecture is an important diplomatic practice of China’s security concept.Facing the changes of the world and the times,it is very important for China and even the Asia-Pacific region to build a balanced,effective and sustainable new security architecture in the Asia-Pacific region.China’s rise in the Asia-Pacific region is accompanied by the "uncertainty" of China’s role.Therefore,China’s role in building the Asia-Pacific security architecture needs to be coordinated from the inside and outside,that is,the coordination of "other cognition" and "self-orientation";In addition,exploring the evolution of China’s role is also a unique perspective to observe the evolution of China’s security concept.Based on the role theory in foreign policy analysis and its methodology for determining the role of the state,this paper analyzes the role of China in building the Asia-Pacific security architecture by text analysis and discourse analysis,and explores its evolution law.The article also uses empirical analysis to test the role analysis by taking CICA as a case of Asia-Pacific security architecture.The evolution of China’s role can be divided into the following stages:the first stage was in the 1990 s,when China began to actively participate in regional affairs in the post-Cold War period,laying the foundation for China with a new security concept and consolidating itself;The second stage is after the 18 th National Congress of the Communist Party of China.After the financial crisis,China rose in the Asia-Pacific region,and began to shape the regional order more actively,and defined the vision of building an Asia-Pacific security architecture based on the Asian security concept,based on the Asia-Pacific region.In the third stage,after 2018,China,in the century-old changing era,has a global heart and played a leading role,responding to the questions of the times with a global security concept and facing the world.China’s role in international security affairs and the evolution of its security concept are in the same strain,but each has its own emphasis.It adheres to "China in China",takes root in "China in Asia-Pacific" and looks forward to "China in the world".One of the reasons for the misjudgment of China’s role is that he didn’t really understand the specific connotation of China’s role "continuity" and "adaptability".The "resilience" of China’s role lies in highlighting the top-level design of China’s diplomacy and pursuing the role of "China of the world" with the spirit of nationalism and cosmopolitanism and the value of global security and the common security of all mankind;The unchangeable role of China lies in adhering to the bottom line thinking of China’s diplomacy,sticking to the "defender of peace and development" and abandoning the "subversive" and "hegemonist" of regional order.The concrete practice of China’s participation in the construction of Asia-Pacific security architecture not only verifies that China’s role practice in the construction of Asia-Pacific security architecture is consistent with its role positioning,but also suggests that China’s cognitive deviation of the role of the other is caused by the lack of regional common security values,the lack of coordination among major powers,and the unclear image positioning and publicity of China itself.Generally speaking,the evolution of China’s role in building the Asia-Pacific security architecture since 1990 s reveals the evolution law of China’s security concept from another perspective,and at the same time,we can get a mirror for building the Asia-Pacific security architecture,as well as inspiration and prospect for how to shape a "China of the world" role.The new architecture in the Asia-Pacific region should be based on the common security values of small and medium-sized countries and big countries,and form an inclusive architecture of multilateral security cooperation based on the coordination of big countries.China should face up to the role challenge,follow the consistent role bottom line,improve its own ability and play an active role in construction.With a responsible "China of the world" mentality,we should seek the common values of all countries,interact with foreign powers in a benign way,and shape a more just and reasonable regional security order.
