Study On The Relocation Of Gulou Old Industrial Zone In Xuzhou

Located in the main urban area and the north of Gulou District,Xuzhou Gulou old industrial zone is the oldest and densest traditional industrial concentration area in Xuzhou,which has made great contributions to the economic and social development of Xuzhou and the country.With the deepening of reform and opening up and the continuous development of economy and society,the problems of backward production capacity concentration,aging infrastructure,heavy environmental pollution,more difficult groups and so on in the old industrial zone are becoming increasingly prominent,and the institutional and structural contradictions are accumulating and emerging day by day.Through the relocation of the old industrial zone,the economic and social transformation and development can be realized.This paper takes Xuzhou Gulou old industrial zone as the research object,in the process of compiling the evaluation report on the implementation of the overall relocation and reconstruction plan of Xuzhou Gulou old industrial zone,interviews the relocation leaders,enterprises and employees of Jiangsu Province,Xuzhou City,Gulou District,Xuzhou Engineering Consulting Center and other old industrial zones,combined with the actual work experience and relevant data analysis,and puts forward some suggestions This paper analyzes some problems existing in the relocation process of Xuzhou Gulou old industrial zone.The main problems are:enterprises are not satisfied with the relocation compensation standard during the relocation of the old industrial zone,the workers resisted the relocation of the old industrial zone,the relocation of the old industrial zone has not formed a new economic growth pole.The causes of these problems are as follows:there is a lack of policy design in the relocation process of the old industrial zone,Insufficient support of key elements in the relocation of the old industrial zone,the relocation mechanism of the old industrial zone is not perfect.In response to these questions,using the theory of collaborative governance and good governance to guide practice,it is proposed to promote the diversification of the relocation subjects of the old industrial areas,strengthen the key elements in the process of relocation of the old industrial zone and innovate the relocation mechanism of the old industrial zone and other related countermeasures.
