Research On The Problems And Countermeasures Of Preferential Treatment Work In Xuzhou

At present,the work of veteran is highly valued by the Party and the state.Xi Jinping has made important instructions on the affairs of veteran for many times,and preferential treatment work,as an important part of the work of veteran,has been pushed to a higher level.Preferential treatment work refers to the preferential treatment and pensions given to entitled groups by the state and society in accordance with the law.It is a special social security and plays a very important role in improving people’s livelihood and ensuring social development.In recent years,the preferential treatment work of Xuzhou has witnessed constant increase in investment,steady improvement in its guarantee capacity,gradual improvement in the satisfaction of entitled groups,and certain achievements in the implementation of preferential treatment work.But it is undeniable that the preferential treatment work of Xuzhou is still facing some difficulties,which restrict the implementation of preferential treatment policy and the development of work.Therefore,it is of great significance to improve the level of preferential treatment security in Xuzhou and promote social development and stability that studying the work of preferential treatment in Xuzhou,finding out the difficulties in the process of optimization development and putting forward corresponding countermeasures and suggestions from the perspective of policy implementation.In this article,based on the new public service,governance theory,the basic situation of entitled groups and the present situation of preferential treatment work in Xuzhou were analyzed.Based on these results,the problems encountered in the preferential treatment work were found,including four aspects,such as vague policies on preferential treatment and poorly implemented,low special service level and slow business,satisfaction with the enhancement of entitled groups’ needs is not high,the main participants are too single and the overall force is weak.And from the four dimensions of system,supporting security,entitled groups and social participation,this paper analyzes the causes of the existing problems in the preferential treatment work in Xuzhou.At the end of this article,put forward optimization countermeasures from four aspects,such as improving relevant regulations on preferential treatment policies and establishing and improving the materials protection policy system,focusing on solving the key position and constantly improving the resources security system,fully considering entitled groups needs and gradually easing the contradiction between protection and appeal,fully mobilizing social organization strength and building to participate in the new pattern of diversification.
