Research On Influencing Factors Of Two-stage Technology Transfer Efficiency In Colleges And Universities

Colleges and universities are the new force for the output of scientific research achievements.Under the background of innovation driven development strategy,promoting the flow of scientific and technological achievements of colleges and universities to enterprises and improving the technology transfer efficiency of colleges and universities will help enterprises obtain higher quality and efficient technical support from colleges and universities,so as to further give full play to the function of scientific and technological innovation of colleges and universities to serve economic and social development.In view of the impact of science and technology intermediary factors,University main factors and regional macro factors on the efficiency of university technology transfer,this thesis deconstructs university technology transfer activities into two stages of technological innovation and value creation.Based on Schumpeter innovation theory,system evaluation theory and two factor theory,DEA evaluation method,qualitative research method based on grounded theory Statistical analysis.Based on the Two-stage DEA model of shared investment,this thesis measures the technology transfer efficiency of science and engineering universities directly under the Ministry of education,and empirically demonstrates the impact of the establishment and establishment time of university technology transfer center,University dimension factors and regional macro environment dimension factors on the relative efficiency of university technology transfer.Firstly,it systematically analyzes the theoretical basis of technology transfer and technology transfer efficiency,summarizes the measurement methods and models of technology transfer efficiency,and the related research status of influencing factors of technology transfer in Colleges and universities;Secondly,under the guidance of grounded theory,open coding,spindle coding and selective coding are carried out on the collected text data,so as to integrate a relatively complete research framework on the influencing factors of technology transfer efficiency in Colleges and universities;Thirdly,the Two-stage DEA method with shared input,intermediate output and additional input is used to measure the relative efficiency of technology transfer in 26 science and technology universities directly under the Ministry of education,and the convergence of the relative efficiency of technology transfer in the sample universities is analyzed;Fourth,the related influencing factors of university technology transfer efficiency obtained through qualitative analysis take the efficiency of technological innovation stage,value creation efficiency and overall technology transfer efficiency as dependent variables,and introduce technology transfer center factors,University factors and macro regional environmental factors to make an empirical study on the impact of university technology transfer efficiency.The results show that:(1)in the sample universities,the number of DEA relatively effective in the stage of technological innovation is more than that in the stage of value creation,and the average relative efficiency in the stage of value creation is much lower than that in the stage of technological innovation;(2)The existence and establishment time of University Technology Transfer Center have a positive impact on the relative efficiency of technological innovation stage,have no significant impact on the relative efficiency of value creation stage,but have a negative impact on the relative efficiency of overall technology transfer;(3)The evaluation and employment incentive policies for professional titles related to technology transfer issued by colleges and universities have a significant positive impact on the relative efficiency of the value creation stage.This thesis enriches the research on the influencing factors of technology transfer efficiency in Colleges and universities,and provides decision-making reference for better playing the role of technology transfer center and promoting technology transfer efficiency in Colleges and universities.
