In the new round of technological and industrial reform,intellectual property has shown its important position in national strategy and international competition.It is urgent for China to master more key technologies with independent intellectual property rights,so as to achieve technological catch-up and leading industrial development,and cater to the theme of high-quality development of The Times.China is speeding up from a big country of intellectual property to a strong country of intellectual property.Patent is one of the important forms of intellectual property rights.As an important force of innovation,universities have generated and accumulated a large number of patents.However,relevant data show that there are problems of "emphasizing quantity over quality" and "reiterating please over implementing" in Chinese universities’ patents.Therefore,in recent years,relevant policies have gradually strengthened the quality orientation of university patents.Studying on the influence factors on patent quality from different perspective is very meaningful to improve the patent quality of colleges and universities in China and implement the strategy of strengthening intellectual property rights.The thesis selects 338,984 invention and utility model patents applied by 26 firstclass A-level universities from 2011 to 2017.Firstly,by analyzing the concept of patent,a three-dimensional analysis framework of influencing factors of patent quality on its own level is constructed.With the help of literature review,the relevant indexes of patent quality characterization and main influencing factors at each level were determined.At the three levels of patent right,patent technology and patent literature,the research hypothesis of the effect of each level index on different dimensions of patent quality is proposed through theoretical analysis.Based on relevant assumptions,empirical research was carried out by regression methods such as Logit and OLS.Combined with the specific situation,discussion and analysis are carried out around the empirical results;The robustness of the empirical results was tested by changing samples,regression method and heterogeneity analysis.The results show that,at the level of patent right,university-enterprise cooperation application has a generally significant positive impact on the possibility of patent authorization,transformation and validity,and the independent university application is found to be the most conducive to forward citation acquisition.Novelty of patented technology has positive effects on multiple dimensions of patent quality.In addition,empirical results support that the meaning of backward citation focuses on the prior foundation of patented technology rather than novelty.At the level of patent literature,the number of document pages and the number of words written in the first claim show the phenomenon of "more is better" to a certain extent.However,it is necessary to be cautious to use the number of claims to represent the patent quality of universities in China.In the universities with higher development level of science and engineering,school-enterprise cooperation has a more significant effect on patent quality,and the positive effect of the increase of patent document pages and title words is stronger,indicating that it is more necessary to strengthen the writing of technical solutions.
