Establishment of the leniency system for admitting guilt and accepting punishment marks that collaborative justice has become one of the main components of our criminal justice model.Pleading guilty and accepting punishment is the premise of the defendant’s leniency and the final sentencing is the key.Sentencing recommendations are also a key link in the operation of the system.Improving the procuratorial sentencing suggestion system is of great significance to improve efficiency and maintain fairness and justice.At this stage,there are still many problems in the process of improving the procuratorial and sentencing recommendation system.Judicial practice has also exposed problems in the way,application,adoption and review of sentencing recommendations by the courts.It is true that the problems reflected in practice are behind the lack of system and theory,especially the effectiveness of procuratorial organs,the relationship between procuratorial leadership and "trial-centered",and the appropriate method for procuratorial sentencing recommendations.It will lead to the development of the procuratorial and sentencing recommendation system in the future.Therefore,in the process of promoting precise sentencing recommendations,it is necessary to solve problems in all aspects,pay attention to changes in judicial practice,and constantly explore effective ways to optimize procuratorial sentencing recommendations.Specifically,according to the adoption rate of procuratorial and sentencing recommendations across the country,it is divided into three stages: initial,mid-term,and long-term planning.In response to the problems that may exist in each stage,corresponding countermeasures are put forward to gradually promote the precision of sentencing recommendations.
