Research On The Hedging Mechanism In The Process Of Grass-roots Governments’ Response To Public Opinions

Risk prevention is an important subject of public management.The Central Committee of the Communist Party of China attaches great importance to risk prevention.General Secretary Xi Jinping has made important remarks on preventing and defusing major risks on many occasions.He said,“We must give high priority to risk prevention.‘ Think about problems before they arise,and worry about problems before they occur.’ ” The most ideal state of risk prevention is to avoid its occurrence.Similarly,in terms of public opinion risk prevention,ti is better to establish a hedging mechanism in advance than to take countermeasures after risks appear.In particular,as the base of the pyramid,the grass-roots government plays a supporting role in maintaining long-term social security and stability.It is particularly important to take the initiative to avoid possible risks.Therefore,it is of practical significance to study the hedging mechanism of grass-roots governments in the process of responding to public opinions.From the perspective of public management,this paper takes the public opinion response to the collapse of civil houses in a county of B city,A province as a case,analyzes the reasons for its successful response,and puts forward the concept of active hedging mechanism,which means that in order to avoid risks,the public opinion response work is carried out consciously and spontaneously without external force.Centering on the active hedging,this paper analyzes the problems of the grass-roots government in three aspects: imperfect structure,ignorance of the coordinated participation of all forces and inadequate grasp of the change of public opinion field in its active hedging,and explores the causes of the problems from the social environment,grass-roots government itself and the public.On the basis of referring to previous research results,combined with interviews,work observation to understand the reality,this study puts forward three countermeasures and suggestions: one is to improve the system construction,establish a comprehensive risk prevention system of public opinion risk research and judgment--public opinion risk disposal--public opinion event aftermath;Second,strengthen the team construction,build a professional response team and better quality of all staff response team staff system,at the same time with a strong guarantee mechanism to ensure the team operation;Third,create favorable external conditions for the grass-roots government to establish an active hedging mechanism.
