Think tank can provide policy advice. With their authority and scientificity, they provide policy oriented research for national governments and play a significant role in promoting rational decision-making by policy makers. In the practice of international relations in Northeast-Asia,think tanks play a crucial role in the development of the US-Japan alliance. This means that the US-Japan alliance policy will be influenced by the reports issued by think tanks. This phenomenon is even more evident in the 21 st century. Therefore, studying the role of think tanks in the development of the US-Japan alliance is of great significance for PRC’s foreign strategy. It will enable us to have a deeper understanding the US-Japan alliance.Among the reports issued by many think tanks studying the development of the US-Japan alliance, the "Amitage Report" and the "Mount Fuji Dialogue Report" have played a unique role.In the current, the US-Japan alliance exhibits the characteristics of "Constructivism-Inequity-Dependcy ".They have different suggestions for the development of the US-Japan alliance. It has been proven that most of these suggestions have also been adopted by the US-Japan alliance. The degree of adoption of suggestions is closely related to the comprehensive strength of the countries to which the think tank belongs, the ups and downs of the relationship between the United States and Japan, and the international relations environment which they are in.On the basis of these, this paper draws the following conclusions: First, the two Think tanks have a certain impact on the US-Japan alliance, but in different ways;Second, the influence of think tanks in the United States and Japan is related to the strength of the countries;Third,if there is a sudden change in US-Japan alliance, the suggestions put forward by these two think tanks will be rarely adopted, and their influence will be greatly reduced in that time;Fourth, the influence of think tanks on the US-Japan alliance will also be limited by the international relations environment;Fifth,in the final analysis, the US and Japan think tanks serve the fundamental interests of the US-Japan alliance.According to the above conclusions,China should pay more attention to the suggestions put forward in the report of the US and Japan think tanks. It will make it better to predict the development trend of the US-Japan alliance. At the same time,China should also learn from the advanced experience of the development of think tanks in the United States and Japan, and better develop our think tanks, which will contribute to the scientific and democratic in government decisions.
