In recent years,the combined influence of declining demand for international market,decelerating domestic economic growth and other factors have given rise to an increasing number of salary cuts,layoffs and evasion,as well as labor dispute cases of enterprises every year,which has done harm to social harmony and stability to some extent.To prevent and resolve labor disputes by establishing the operating mechanism of diversified mediation in labor arbitration can greatly eliminate disharmonious factors in the field of labor relations and play a profound and positive role in constructing harmonious labor relations,it has also become a key task at present.In this context,taking the operation mechanism of diversified mediation in labor arbitration in District C of Qingdao as the research object,and adopts such methods as the literature research method,interviews method,Case study method,The application of collaborative governance theory,the theory of the role of the third sector,and participatory management theory.Through the induction of the policy background,this paper summarizes the status quo,modes and effects of the diversified mediation mechanism of labor arbitration in District C of Qingdao,and analyzes the existing problems in its operation,including the number of cases within the court of arbitration and fewer personnel,the low acceptance of the public,the shortcomings in the development of the grass-roots mediation organizations,and the lack of the safeguard mechanism,the paper also analyzes the restrictive factors,including the number of labor dispute cases,the public’s cognition,the mediation ability of grass-roots mediation organizations,and the system guarantee.Combined with the advanced practical experience of domestic labor arbitration pluralistic mediation,provide reference for promoting the development of this mechanism.Through the research,it is found that the labor dispute can not be solved only by the arbitration institution,and the efficient diversified mediation mechanism can help to solve this problem.Based on the actual situation in District C,relevant improvement strategies have been proposed to optimize the operation mechanism of diversified mediation in District C.It is recommended to start from multiple perspectives such as enhancing the internal level of the Labor Arbitration Court,strengthening public awareness of diversified mediation work,expanding the participation path of non arbitration institutions’ mediation forces,and strengthening the construction and implementation of policy systems.Focusing on controlling the growth of cases from the source,we are committed to resolving conflicts in a flexible manner and resolving labor disputes in their infancy.
