| Since the 18 th National Congress of the Communist Party of China(CPC),in accordance with the deployment and requirements of the Central Committee,government organs at all levels have actively carried out the practice of style building.Starting from the "Eight Provisions" of the Central Committee and its implementation rules,a series of institutional norms have been introduced to govern the "four styles".Adhere to the strict rectification of the "four styles",further guide party members and cadres to consciously resist the idea of privilege and extravagance,let public power operate in the environment of supervision and restraint,and effectively curb the spread of unhealthy tendencies such as the "four styles".However,we should also be soberly aware that the "four styles" on the surface have been effectively curbed,but the "four styles" in practice have not been fundamentally resolved.Judging from the information on the "four styles" reported by various discipline inspection and supervision institutions in recent years.The "four winds" are emerging in new forms.The rectification of the "four styles" cannot stop,and the construction of the style of work is always on the way.Only by continuously paying attention to the changes of the "four styles",studying their new forms and characteristics,and formulating corresponding governance measures,can we effectively curb the spread of the "four styles".This paper takes the practice of the construction of the style of work of Qingdao municipal government departments as an example.On the basis of clarifying the connotation of the "four styles",the root causes of the "four styles" and the necessity of controlling the "four styles",this paper summarizes and analyzes the new manifestations and new characteristics of the "four styles" by collecting typical cases of the "four styles" in Qingdao.Through the investigation and research on the specific measures,practical effects and existing problems of the "four styles" governance in Qingdao,it is concluded that the main problems of the "four styles" governance are insufficient governance,insufficient institutional binding force,inadequate accountability and punishment,and ineffective supervision and discipline enforcement.The problems of "four styles" governance are caused by the lack of ideological understanding,the deviation of the view of political achievements,the lack of the fulfillment of the main responsibilities,and the imperfect mechanism of cadre selection and appointment.On this basis,from the aspects of strengthening ideological education guidance,implementing the main responsibility,strengthening supervision and discipline enforcement,strengthening institutional constraints and so on,the countermeasures and suggestions are put forward to improve the "four styles" governance. |
