Research On The Performance Assessment Of Township People’s Congress Representatives From The Perspective Of Democratic Supervision

The representatives of township people’s congresses are the closest team to the people,and their performance directly affects grassroots political construction.In order to improve the performance ability of township people’s congress representatives,it is necessary to conduct mandatory performance assessments on township people’s congress representatives.A good performance evaluation is beneficial for enriching the theory of the People’s Congress system and promoting the realization of people’s democracy throughout the entire process.However,it is worth considering how to better improve the performance evaluation of township people’s congress representatives.In recent years,research on the entire process of people’s democracy has blossomed everywhere.As an important link in the entire process of people’s democracy,democratic supervision emphasizes the people-oriented nature of the supervisory subject.Only when democratic supervision is well functioning can people become masters of their own affairs.Therefore,from the perspective of democratic supervision,new ideas can be provided for the study of the performance evaluation of township people’s congress representatives.The article takes H Town in Sichuan Province as an example,using questionnaire survey and interview methods,based on the perspective of democratic supervision,to study the performance assessment of H Town’s NPC representatives,analyze the reasons for the problems in the performance assessment of H Town,and propose optimization paths.Firstly,clarify the relationship between democratic supervision and the performance evaluation of township people’s congress representatives.In the special field of townships,the objects of democratic supervision include representatives of the people’s congress who have the attributes of public officials.The performance evaluation of township people’s congress representatives is a specific way of democratic supervision,and the ultimate purpose of the performance evaluation and democratic supervision of township people’s congress representatives is to achieve the people’s ownership of the country.Secondly,conduct a case introduction.This article elaborates on the specific methods of the performance assessment of H town’s people’s congress representatives from six aspects: assessment objects,content,standards,methods,procedures,and application of results.It also points out that the assessment has brought about three effects for H town: improving the performance ability of the people’s congress representatives,enhancing the overall effectiveness of the people’s congress work,and enhancing the credibility of the people’s congress.Furthermore,it is pointed out that there are still problems in the assessment process,such as insufficient participation of assessment subjects,general assessment content,unscientific assessment methods,and poor application of assessment results.The reasons are analyzed from four perspectives: political consciousness,system,mechanism,and technology.Finally,explore the optimization path.Deepen the understanding of democratic supervision by enhancing the political awareness of the subject and object of assessment;Improve the assessment system and ensure the right to democratic supervision;Improve the assessment mechanism and stimulate the vitality of democratic supervision;Improving assessment techniques and enhancing the effectiveness of democratic supervision to improve the performance assessment of township people’s congress representatives,in order to better leverage the supervision of the masses over township people’s congress representatives,improve the quality of township people’s congress work,and further promote the true realization of people’s democracy throughout the entire process.
