Research On The Influencing Factors Of The Utilization Of Data Resources In Chinese Government Departments

With the development of the era of big data,the amount of data in all aspects of society has increased sharply,and data resources have become an indispensable element in government governance,which is an important strategic resource to effectively promote the modernization of government governance system and governance capacity,which brings great opportunities for the government to innovate the governance system and improve its governance capacity,and also poses challenges for government departments to improve their own data governance capabilities.In recent years,the development and utilization of government data has received more and more attention in our government departments,and the intensity of relevant actions has been increasing,and many remarkable achievements have been achieved,which has become a key issue of concern from all walks of life.However,at present,the utilization of data resources still faces many urgent problems such as low data quality and related software and hardware resource allocation cannot keep up.Based on this,this paper takes the utilization of government data resources as the main research subject,and empirically analyzes the influencing factors of government data resource utilization on the basis of theory,in order to accurately analyze the prominent contradictions in the process of data utilization,so as to propose countermeasures to solve outstanding problems and improve the utilization rate of government data resources.Firstly,based on the relevant concepts of government data resources,government data value and data resource utilization,this paper concludes the connotation of government data resource utilization,and then frames the factors affecting the utilization of government data resources based on the TOE framework and innovation diffusion theory.Secondly,with reference to the relevant literature on the utilization of government data resources,the specific influencing factors of this study are sorted out,and the conceptual model of influencing factors is constructed on this basis,and the research hypothesis is proposed.Third,conduct a questionnaire survey.After using statistical analysis software to verify the results with good reliability and validity of the questionnaire,enter the formal research stage,distribute the questionnaire on a large scale through a combination of online + offline,and then use SPSS26.0and AMOS24.0 software to perform descriptive statistical analysis,reliability and validity test,structural equation model analysis and hypothesis test result analysis of the recovered valid questionnaire data,and interview verification of the research hypothesis.The analysis results show that there are still problems in the utilization of data resources,such as low data quality,few types of data available,fragmentation of data resources,lack of knowledge and skills of relevant personnel in data utilization,weak cultural atmosphere of data utilization,insufficient supporting software and hardware facilities,and imperfect policy guarantee system.Finally,according to the research results,countermeasures and suggestions to improve the level of government data resource utilization,such as improving the supply level of government data resources,improving the convenience of using government data resources,strengthening the construction of government data resource utilization teams,creating a good cultural atmosphere for data resource utilization,improving the configuration level of software and hardware facilities of government departments,improving the relevant policy system of government data resource utilization,strengthening communication and exchanges between government departments in the use of data resources,and increasing the publicity of advanced typical cases,are put forward.
