The development and utilization of village collective reserved land is not only related to the implementation of rural revitalization strategy,but also related to the social stability and long-term stability of the country.The development and utilization of reserved land in Guigang is a development problem that causes great headaches to land managers in Guigang and needs to be solved urgently.This problem has seriously hindered the realization of the social,economic and livelihood benefits of the reserved land in Guigang.This paper uses stakeholder theory,literature research method,case study method and interview research method to clarify the relationship between various stakeholders in the development and utilization of land in Guigang City,and summarize the difficulties that hinder the development and utilization of land in Guigang City.By drawing on the experiences and lessons learned from the development and utilization of the reserved land in Hualong Town,Panyu District,Guangzhou and Changzhou District,Wuzhou City,Guangxi,the proposed measures for the high-quality and efficient development and utilization of the reserved land in Guigang are finally derived.Through these proposed measures,we can balance the interests of all parties to achieve a winwin situation for all parties,and help the development and utilization of the reserved land efficiently,so as to achieve the goal of policy for the people,guaranteeing stability and promoting social harmony.
