Since the 18 th National Congress of the CPC made the strategic decision to ‘on ecological progress’,local governments have been actively carrying out pilot projects for the construction of ecological civilisation based on the top-level policy of ecological progress.However,due to the differences in geographical location,economic development,folk culture,ecological context and policy communication,the process of policy promotion varies from place to place and it is a lack of common reference.The Forest Ecological Bank in Nanping,Fujian Province,was selected as one of the first batch of ‘Typical Cases of Realizing the Value of Ecological Products’ as an excellent practical example of General Secretary Xi Jinping’s ‘Two Mountains Theory’,which is a successful practice of collaborative promotion and efficient policy communication.As the main carriers of policy communication in the Forest Ecological Bank,citizens’ participation acts directly reflect the effectiveness of policy communication in the Forest Ecological Bank.Based on Bounded Rationality Theory,this paper uses interviews to clarify the operational mechanism,transaction model and communication process of the Forest Ecological Bank,and to identify the factors influencing citizens’ participation acts,such as information discrimination,perceived credibility,self-perceived emotions and cumulative benefits,in order to understand the actual effectiveness of real communication carriers in the communication process of the Forest Ecological Bank.Based on the TC Lab online experiment platform,this paper simulated the policy communication situation of the Forest Ecological Bank and constructed an online experiment to quantify citizens’ participation acts.Based on questionnaire,the correlation between citizens’ awareness perceptions,self-perception emotions,eco-emotions and their participation expectations was analysed.The following conclusions were drawn from the interview data of the field study of the Forest Ecological Bank.(1)Different policy communication carriers affect the effectiveness and outreach of policy communication.Real communication carriers are suitable for recipients with low or high digital literacy and are limited by geography,while virtual communication carriers are suitable for recipients with high or low to medium digital literacy and are not limited by geography.(2)In the virtual communication context mapped by the Forest Ecological Bank,the data from the online experiment showed that citizens’ participation in the Forest Ecological Bank was positively correlated with their discrimination of policy information and the cumulative benefits of participation.Citizens’ participation in the Forest Ecological Bank is selectively ordered with their self-perceived mood,with a shift in mood order from good to bad being associated with more positive participation acts,and vice versa.The questionnaire data showed that citizens’ participation expectations were positively correlated with their eco-emotions and awareness perceptions,and selectively correlated with their self-perceptions.(3)Policy sources are diversified and hierarchical in the process of implementation due to the iterative impact of the Data Ecosystem,and policy communication carriers are also gradually changing and hierarchical in response to the trend,gradually progressing from traditional real communication carriers to open source virtual communication carriers. |
