Research On Farmer’s Income Increasing Effect Of Agricultural And Rural Big Data Policy

In the era of digital economy,data has become a new production factor and an important driving force for economic and social development.Speeding up the construction,development and application of agricultural and rural big data is the inherent requirement and inevitable choice of rural high-quality development,agricultural transformation and upgrading and sustainable income increase of farmers in the new era.In recent years,the party and the state have introduced a series of relevant policies to accelerate the development of agricultural and rural big data.It is the basic principle and ultimate goal of the development of agricultural and rural big data to adhere to the people-centered principle,give full play to the inclusive sharing effect of data elements,and make the majority of farmers increase their income.Scientific evaluation of the farmers ’ income increase effect of agricultural and rural big data policies is of great significance for improving agricultural and rural big data policies,highlighting the value orientation of “ farmers-oriented ” and promoting the development of agricultural and rural big data to benefit the majority of farmers.Based on the “pilot scheme of agricultural and rural big data” issued by the former Ministry of Agriculture in 2016,the implementation of the “pilot scheme” is regarded as a quasi-natural experiment.Taking the panel data of 31 provinces in China’ s mainland from2000 to 2019 as the research sample,the PSM-DID method is used to explore the causal relationship between agricultural and rural big data policy and farmers’ income increase,and the heterogeneity analysis and influence mechanism test are carried out on the effect of farmers’ income increase.The empirical results show that:(1)The implementation of agricultural and rural big data policy has an obvious effect on increasing farmers’ income.(2)There are regional heterogeneity and project heterogeneity in this effect.The implementation of the pilot policy of agricultural and rural big data has the most significant impact on the income level of farmers in the central region,which is significantly stronger than that in the northeast and western regions;in the pilot project,the effect of agricultural data sharing and single variety big data construction on farmers’ income is significantly stronger than the exploration of market investment,construction,operation mechanism and agricultural and rural big data application.(3)Agricultural and rural big data policy improves the coverage of the Internet,promotes the sharing and service of agricultural information,and effectively meets the needs of farmers’ information services to achieve farmers’ income.Therefore,it is necessary to improve the policy system,clarify the policy orientation,optimize the policy implementation,pay attention to the policy tilt,and strengthen the policy guarantee,so as to fully play the income increase effect of agricultural and rural big data policy,stimulate the great potential of digital empowerment of agricultural and rural development and farmers’ continuous income increase,allowing farmers to share the fruits of agricultural and rural development.
