Under the background of the social and economic globalization,the sustainable development of commercial banks can not be separated from the requirements of fulfilling their social responsibilities.The state-owned commercial banks,because of their state-owned,should serve as a model for fulfilling social responsibility.According to Pyramid of Corporate Social Responsibility,the social responsibility can be divided into four aspects:Economic responsibilities,Legal responsibilities,Ethical responsibilities,Discretionary responsibilities.As State-owned commercial banks,they pay more attentions on Economic responsibilities and Legal responsibilities than Ethical responsibilities.The effects of Discretionary responsibilities can be more clearly than the effects of Ethical responsibilities too,such as donation.So the state-owned commercial banks always neglect the importance of the Ethical responsibilities.In the same time,they meet lots of problems when they fulfill the social responsibilities.In this paper,for the example of ICBC Shanghai Branch’s action in telecom fraud prevention,I analysis the current situation of ICBC Shanghai Branch’s fulfilling social responsibility,know the disadvantages and give some advices.In the prevention of telecom fraud,through the case study of Industrial and Commercial Bank of China Shanghai Branch,it is found that major commercial banks can improve their ability and effectiveness to fulfill their ethical responsibilities in various ways.As far as commercial banks themselves are concerned,first of all,they should improve their awareness of fulfilling their ethical responsibilities,secondly,they should increase their economic investment in fulfilling their ethical responsibilities,and thirdly,they should enhance their internal driving force in fulfilling their ethical responsibilities.At the same time,commercial banks can improve the evaluation standards of commercial banks’ ethical responsibility together with relevant external regulatory authorities,and strengthen the supervision and management of ethical responsibility both internally and externally.Corresponding feedback and tracking mechanisms can also be added in the follow-up supervision.So as to ensure that all major commercial banks and even all enterprises in China can better fulfill their ethical responsibilities. |
