Research On Agricultural Trade Rules Of EU-Colombia,Peru And Ecuador Free Trade Agreement

The EU Colombia,Peru and Ecuador free trade agreement is the first FTA signed by the EU in South America.The FTA negotiation was initially conducted between the EU and the Andean Community,but it was not until 2012 that the EU signed a free trade agreement with Columbia and Peru,which is a member of the Andean region,and Ecuador joined it in2016.The export of agricultural products and other primary products is the main foreign trade of the three countries,namely,Colombia,Peru and Ecuador,while the EU also pays great attention to the protection of its agriculture in its foreign trade.Therefore,the agreement also set up many terms and mechanisms in detail in the trade of agricultural products,such as tariff quota of agricultural products,geographical indication of agricultural products,special agricultural safeguard measures,etc.The study of the trade rules of agricultural products in the agreement will help China learn from the experience and lessons from the negotiation of agricultural trade rules with brothers,secretaries and Ecuador,so as to enhance the exchanges and mutual trust between China and the three countries in the field of agricultural product trade,and lay a foundation for the establishment and upgrading of corresponding free trade agreements.In addition to the introduction,the article mainly divides the trade rules of agricultural products into the following four parts:The first part is the background of the agreement on the trade rules of agricultural products.Firstly,the paper analyzes the trade situation of agricultural products between EU and Colombia,Peru and Ecuador before the signing of the agreement.Then it expounds the reasons why all parties promote the formulation and acceptance of the agreement’s rules on agricultural products trade,and pave the way for the following discussion.The second part is the analysis of the main contents of the agreement on the trade rules of agricultural products,which is also the focus of this paper.The article mainly analyzes the trade rules of agricultural products from four aspects: tariff and tariff concessions of agricultural products,tariff quota of agricultural products,geographical indication of agricultural products and other rules of agricultural products trade.The third part is the implementation and influence of the agreement on agricultural product trade rules.Firstly,the implementation of the four rules of agricultural products trade is analyzed,and then the influence of the implementation of the rules is explored as a whole,mainly on the three countries,namely,brother,secretary and Ecuador《 The implementation of the agreement has both positive and negative aspects,which also gives China some enlightenment on the establishment of the trade rules of agricultural products with the three countries.The last part is the Enlightenment of agricultural trade rules of the agreement to China.Based on the analysis of the agricultural trade situation between China and Colombia,Peru and Ecuador,this paper compares the existing China Peru free trade agreement with the agreement,and combines with the analysis of the agricultural trade rules of the agreement and the current situation of China’s agricultural trade policy,It can be concluded that China’s upgrading with the three countries or the establishment of FTA agricultural trade rules are beneficial references,as well as the need to pay attention to the improvement.
