The level of social security is an important indicator to measure the development of social security in a region or even a country,and can also reflect the high or low level of social security people enjoy within a certain period of time.The level of social security is qualitative and quantitative,and improving the level of social security plays an important role in economic development,social stability,and enhancing the happiness of the general public,but it is also necessary to consider its appropriateness when improving the level of social security.This paper takes the moderateness of social security level in Fujian Province as the research object,and firstly analyzes the total social security level,social insurance expenditure level and fiscal social security expenditure level in Fujian Province based on the social security related data from 2012-2021,and compares and analyzes the social security level with that of the whole country,some provinces,some OECD countries and nine cities and one district in Fujian Province,in order to understand the social security level.After that,the social security level in Fujian Province was measured by using Mu Huai Zhong’s social security level moderation model,and it was concluded that the social security level in Fujian Province is low and the social security level in Fujian Province is not moderate,and there is a large gap with the lower limit of the moderate range of social security level.Finally,based on the analysis of the research results,policy suggestions are proposed to improve the adequacy of social security level in Fujian Province,such as changing social insurance fees to taxes,precisely reducing taxes and fees,and optimizing the structure of social security expenditure.
