In recent years,China has been frequently attacked by natural disasters,bringing a severe test to people’s lives and properties,economic and social development.In order to cope with the hazards caused by emergencies,there is an urgent need to conduct in-depth research on emergency rescue work from both theoretical and practical aspects.The Outline of the 14 th Five-Year Plan and Vision 2035 clearly states that "we should improve our emergency management system,enhance our disaster prevention and response capabilities,and strengthen our core emergency rescue capabilities",which has led to the recognition of the importance of building a common emergency supply chain system for the state and society.In the New Crown Pneumonia epidemic,China had problems related to organization and transportation in response to the emergency,with slow government response and difficulties in the deployment and transportation of supplies,resulting in supplies not meeting the needs of the affected sites in a timely manner.Therefore,there is a need to strengthen the organization and transportation of emergency relief materials and improve the response speed and efficiency in order to better protect people’s lives and property and promote stable socio-economic development.However,with the continuous outbreak of the New Crown epidemic,some enterprises began to fail to actively cooperate with the government in the transportation activities of emergency supplies out of consideration for their own interests.On this basis,how to ensure the shortest overall logistics time and lowest logistics cost under the constraint of ensuring the demand for emergency materials at the affected sites has become an important issue in the emergency supply chain.Therefore,based on the previous research,this thesis firstly composes and analyzes the relevant data on emergency logistics,emergency supply chain,emergency supply chain decision-making mechanism and government coordination of emergency supply chain,and conducts an in-depth study on the current situation of emergency relief work and emergency supply chain decision-making mechanism in China,and summarizes the characteristics,development status and development direction of emergency supply chain on this basis.At the same time,the basic theories and algorithms required in this thesis are organized and summarized in detail according to the characteristics of the problem under study and the solution steps.Second,in order to solve the problem that more and more enterprises only consider their own interests and do not cooperate with the government in the transportation activities of emergency supplies,this thesis proposes a planning scheme for the distribution of emergency supplies considering government subsidies.The scheme aims to ensure the lowest overall logistics time and cost under the constraint of satisfying the demand for emergency materials at the disaster site,and also takes into account the possibility of both government subsidies and no subsidies,so as to achieve effective control of the transportation cost of emergency materials.On this basis,a planning model based on the relatively least time and total cost consumed by emergency material distribution activities is established and solved by using simulated annealing algorithm.The results show that the planning model of emergency material distribution considering government subsidies constructed in this thesis can well solve the problems studied in this thesis,and the proposed optimization scheme can optimize the efficiency of the emergency material distribution system.Government subsidies are a very important factor in emergency material distribution planning.Government subsidies can reduce the cost of enterprises,improve their enthusiasm and speed up the speed of emergency material transportation.However,if the government over-subsidizes,it may lead to a waste of resources and an increase in the total cost of material distribution in the emergency supply chain.Therefore,as a regulator,the government needs to consider the social responsibility consciousness of logistics enterprises such as suppliers and transportation departments and their own economic interests,and give them appropriate subsidies to improve the transportation efficiency of emergency materials,while formulating reasonable incentive policies to improve the enthusiasm of logistics enterprises such as suppliers and transportation departments to participate in emergency materials distribution activities,which is important for the improvement and development of the whole emergency supply chain system.
