| "Internet + government service" is an important measure to promote the modernization of national governance capacity and governance system,and also an important breakthrough for the government to improve its government service capacity.To promote the better and faster development of "Internet + government service",it is necessary to strengthen the incentive and support of government policy arrangements for platform construction,event networking and other content.To this end,creating a soft policy environment conducive to the development of "Internet +government service" has become an important means for local governments to improve their own government service capabilities,and thus explored a distinctive "Internet + government service" policy system.Based on a systematic review of the theory of public policy performance evaluation and the related research on the policy of "Internet plus government service",this paper clearly defines the concept and connotation of the policy of "Internet plus government service",and starts with policy tools,policy objectives,and policy intensity,makes a quantitative analysis of the policy of "Internet plus government service" formulated and implemented by Guizhou Province since 2015,and summarizes its supply characteristics.In order to further investigate the implementation performance of the policy of "Internet plus government service" in Guizhou Province,this study uses the satisfaction theory to construct the performance evaluation index system of "Internet + government service" in Guizhou Province,and accordingly designs a set of questionnaires with high reliability and validity.With the help of SPSS Statistics statistical analysis software,descriptive statistical analysis,difference test,factor analysis,correlation analysis,analysis of variance,and other methods were used to effectively process the questionnaire data.The research results show that the overall performance of the "Internet +government service" policy in Guizhou Province is good,and the overall satisfaction of the policy is also above the middle level,but there is still room for improvement.Specifically,it is possible to improve the policy system by strengthening coordination among policy issuers,increasing the frequency of using demand based policy tools,and improving platform construction and online quality of government services;The ability to implement policies can be improved by strengthening policy advocacy and improving the service level of policy implementers;The effectiveness and fairness of policies can be improved by formulating and implementing policies with user thinking and improving the pertinence of policies to the needs of different target groups. |
