The emergence of the relative aspect of poverty is an inevitable result of the transformation of poverty governance paradigm with economic and social development.In the context of a shortage of material and economic conditions,material scarcity is an important manifestation of povertya.After the transition from a society of scarcity to a society of abundance,the manifestation of poverty has undergone a transition,that is,from the field of Survivability to the field of diversified development.Due to the relatively poor subjects show gaps in the "reference group",which puts them at a disadvantage of social marginalization.To strengthen the governance of relative poverty,improving economic conditions can only play a fundamental role,and more importantly,narrowing the wealth gap,alleviating resource imbalances,and improving the social status of the weak.From the perspective of political philosophy,the governance of relative poverty must be guided by distributive justice as the value,guaranteed by the overall planning of the system,and the empowerment of the people is the fundamental feasible means.
