Food safety is the top priority of production safety issues,and is related to people’s livelihood.Food enterprises are the source of food production and sales.The government’s supervision of food enterprises directly affects people’s quality of life and safety.Since the reform of the commercial registration system started in 2013,the government has promoted the transformation of the company registration model,lowered the market access threshold,and the number of market entities in China has increased significantly,with significant social and economic development effects.However,with the development of the economy,the difficulty of supervision in and after the event of food enterprises has increased,which puts forward higher requirements for supervision.The traditional regulatory mode can no longer meet the regulatory needs,and it is urgent to reform and upgrade the regulatory mode.So the country proposed to establish a new market supervision mechanism with credit as the core based on the use of new technical means,and the enterprise credit supervision mode came into being.However,through practice,food enterprise credit supervision has gradually exposed many problems.Based on the public governance theory,information asymmetry theory and collaborative governance theory,and on the basis of clarifying the concepts of "credit supervision","enterprise credit supervision" and "enterprise credit supervision system",this paper carries out a series of optimization studies by taking the important and representative field of food safety as an example.At the same time,it reviewed the domestic and foreign research literature and relevant national policy documents,sorted out the construction of the enterprise credit supervision system of Honghuagang District Market Supervision Bureau in this field,and focused on the research and exploration from the supervision department,information means,department coordination and institutional norms;By using the method of questionnaire survey,the staff or managers of food enterprises in Honghuagang District,Zunyi City were issued with questionnaires to understand the degree of understanding and supervision effect of food enterprises on enterprise credit supervision,analyze the results of the survey,summarize the problems from four perspectives of supervision subject,supervision method,external environment and supervision policy,and explore the causes of the problems.Based on the above research and literature research,and on the basis of adhering to the principles of scientific norms and practicality,this paper puts forward suggestions on optimizing the credit supervision of food enterprises in Honghuagang District,Zunyi City from four aspects: changing the supervision concept,creating a good atmosphere of honesty,improving the level of information supervision,and promoting multiple collaborative governance,with a view to playing the role of credit supervision,improving the supervision efficiency,creating a better external environment,and promoting fair competition,Boost social and economic development under the epidemic.
