Study On The Optimization Of The Path Of The Party’s Rule Of Law Publicity And Education In The New Era From A Marxist Perspective

The report of the 20 th Party Congress proposed that the overall pattern of China’s comprehensive rule of law state has basically taken shape,and the promotion and education of the rule of law has also entered a new journey.In-depth publicity and education on the rule of law,strengthening the awareness of all citizens of the rule of law and promoting the spirit of socialist rule of law have become very important tasks for the comprehensive rule of law.The concept of law has a long history.Marx and Engels innovatively proposed that law is a product of the long-term development of human society,that society and economy determine the expression of law,and that the state should take the people as the subject of the rule of law.On this basis Lenin further proposed that laws should reflect the interests of the people,that the ruling party should uphold the authority of the law,and that the external supervision role of the masses should be given full play,etc.After the founding of the Communist Party of China,the promotion and education of the rule of law in China has always adhered to the people as the centre.Mao Zedong proposed that the purpose of cultivating people’s thinking on the rule of law was to safeguard the interests of the people;Deng Xiaoping proposed that the combination of law and education was necessary to fundamentally improve people’s thinking on the rule of law;Jiang Zemin put forward the scientific assertion of ruling the country according to law on this basis,realizing the transition from "legal system" to "rule of law";Hu Jintao proposed that the rule of law should be the basis of the rule of law."Hu Jintao proposed to carry out in-depth publicity and education on the legal system and promote the spirit of the rule of law,and Xi Jinping proposed to take publicity and education on the rule of law as a long-term basic work for the construction of the rule of law.The Fourth Plenary Session of the 18 th CPC Central Committee formally proposed "publicity and education on the rule of law",which is little changed from the previous "publicity and education on the rule of law",but its connotation is richer and the cultivation of citizens’ awareness of the rule of law is more prominent.Since the new era,China’s rule of law publicity and education has become increasingly diversified in form,standardized in management and focused on the target audience,and citizens have learned a certain degree of legal knowledge,but there are still some problems in China’s rule of law education,mainly in: some citizens’ awareness of the rule of law is missing,the teaching system of the rule of law in colleges and universities is not perfect,and although farmers have learned a certain degree of legal knowledge,their understanding of the meaning of the rule of law needs to be further deepened.The cognition needs to be further deepened.Therefore,to optimise the Party’s rule of law publicity and education path in the new era,it is necessary to strengthen Marxist guidance on citizens’ awareness of the rule of law subjects,promote the combination of moral education and rule of law education,strengthen the construction of community organisations to increase citizens’ participation in the rule of law,and at the same time improve the content of rule of law teaching in universities,enhance teachers’ rule of law literacy,and teachers and students should make full use of the advantages of new media platforms to communicate on rule of law hotspots.It is also necessary to enhance the level of rural rule of law education teams,deepen farmers’ knowledge of the meaning of the rule of law,highlight the relevance of rural rule of law education,and build an "Internet+" working mindset.At present,socialism with Chinese characteristics has entered a new era,and the new historical orientation has given a new connotation to rule of law publicity and education.In the face of the new era,new problems,take practical measures,the new era of rule of law publicity and education to achieve the desired effect,to achieve the desired goal,to promote the comprehensive rule of law.
