Research On The Homestead System Reform Under Marxist Land Property Right Theory

Research on the homestead system reform has been a hot topic in recent years.In general,there is a main line.Firstly,to answer the question of what kind of residential base ownership system to establish,then how to divide and define various kinds of property rights,how to strengthen and safeguard these property rights,how to adjust the connotations and boundaries of various kinds of property rights in line with the actual economic and social development,and create conditions for the exchange and trade of property rights.It is along this line that the reform and practice of the homestead system in China has been carried out,making great theoretical innovations and providing strong support for the modernisation and development of agriculture and rural areas with Chinese characteristics.Standing at the new starting point of the new round of homestead systemreform,the Marxist land property right theory is collated andsummarised.From the historical dimension,The study also presents the laws on the operation of the land rights of homestead system from the“unification of two rights” to the “separation of two rights”and the “separation of three rights”.In terms of the realistic dimension,applying the Party’s policies and theories on rural homestead systemreform in the new era,three pilot areas with representative cases of homestead systemreform are selected.In order to taking the reform further,how to deal with the relationship between the government,the market and collective,and how to realise the property rights through the “three rights separation” of residential land.How to realize the rural revitalization strategy through the property rights arrangement of the reform “three rights separation”of residential bases,and how to improve the performance of the new round of residential base system reform.Finally,it proposes theoretical and practical suggestions for the new round of residential base system reformwith a view to breaking through the reform dilemma and advancing the reform process.The reform of the homestead system involves the vital interests of the state,the collective,the people.The question of how to reform must be approached with great care.For this reason,the significance of the reform of the homestead system should be highly valued and studied in depth.
