Knowledge represents the culmination of human wisdom.As the demand for knowledge continues to rise in society,centralized platforms for knowledge content have emerged to effectively cater to users’ needs for high-quality,diverse,and real-time information.Academic databases,serving as invaluable tools for scientific researchers,provide a convenient platform for the dissemination and exchange of knowledge.However,in the current landscape,major academic database operators have amassed significant copyright control over a vast number of literary works,either through direct ownership or by signing "exclusive authorization agreements." Consequently,the issue of monopolization within the academic database industry has become increasingly pronounced.While the exclusive monopoly over academic literature resources is legally permissible under copyright protection,it is necessary to invoke anti-monopoly laws when database operators abuse their dominant market positions,thereby compromising consumer welfare and market competition.The unique market attributes and business models of academic databases pose challenges to traditional regulatory frameworks,tools,and rights conflicts,which struggle to effectively curb the continuous expansion of the monopolistic power wielded by these operators.In fact,there is a risk of inadvertently supporting monopolistic practices.Consequently,in the enforcement of anti-monopoly laws,a competition-oriented regulatory approach should be adopted to address the abusive behaviors stemming from the dominant market positions of academic database operators.This can be achieved through imposing obligations on operators to disclose pricing information,limiting exclusive rights,and implementing digital technology regulations to dismantle the barriers to monopolies.These measures aim to safeguard consumer welfare and foster the healthy development of the academic database market.
