Research On The Optimization Of Government Process Reengineering In The Social Security System Of Jiangxi Province

According to the party’s 20 th annual report,China will build the world’s largest social security system,improve a sustainable and multi-tiered social security system,and expand the coverage of social insurance.In order to advance towards this goal,the development of social security system has also become an essential link in the era of network big data.The research purpose of this paper is to handle social security business for the general people and deal with social security problems can be more convenient,fast,social security institutions and the unit operator can Better improve work efficiency and service quality.In reality,the people involved in the use of the social security system are not only the ordinary people,but also the handling personnel and operators in the social security institutions and the handling personnel of various enterprises.By using research methods such as interviews and field trips,the relevant personnel are investigated and analyzed according to the relevant literature.From the perspective of establishing unified norms,improving job functions,creating standardized requirements,streamlining handling procedures,strengthening team building and improving the ability to resist risks,this paper puts forward suggestions to further improve the government process reengineering reform of the social security system in Jiangxi Province.The significance of the research lies in the first: to provide a deeper understanding of the current situation of the government process of the social security system in Jiangxi Province;second,to provide diversified perspectives for the research of the government process reengineering of the social security system;third,to provide suggestions for the reform of the government process reengineering of the Jiangxi social security system;and fourth,enrich the relevant application of seamless government theory.On the basis of studying the relevant literature at home and abroad,this paper first clarifies the concepts of government affairs process reengineering,e-government affairs and government affairs information resource management.Secondly,for the social insurance system,based on the seamless government theory,the comprehensive social insurance institutions,enterprise operators and ordinary insured people were interviewed and investigated.Through online and offline interviews and surveys,as well as interviewing relevant personnel who have experienced the system reform,the progress of the social insurance system reform in Jiangxi Province is studied as the typical object.The investigation and analysis of the reform of government process reengineering in the social security system find that the difficulties are the process transformation,the focus is on information construction,the premise is the authorization of work responsibilities and internal control management,the main goal is the experience of the masses,the analysis of the results again,and finally the corresponding countermeasures are put forward.Combined with both advanced experience,put forward the following six aspects of countermeasures: establish the social security system government process reengineering unified specification,actively improve job function adjustment,build new mode of standardized service demand,continuously improve the social insurance information system,strengthen the handling personnel team construction,improve the ability of social insurance fund,through these countermeasures,in order to Jiangxi province social security system government process reengineering reform to provide some effective ideas.
