Rural Environmental Governance Community Construction Dilemma And Path Research

The implementation of the rural revitalization strategy is the general grasp for solving the "three rural" problems in China in the new era,and it has pointed out the direction for realizing the modernization of agriculture and rural areas.As one of the general requirements of the rural revitalization strategy,"ecological livability" has become a key task in the implementation of the rural revitalization strategy.Only by continuously improving the capacity of rural environmental governance and modernizing rural environmental governance can we better improve the rural ecological environment.How to promote the modernization of rural environmental governance,the diversified cooperation of governance subjects is the key to solve the current environmental problems,and the formation of a community of environmental governance for common construction,governance and sharing is a fundamental requirement for the modernization of environmental governance.As an innovative form of rural environmental governance,the rural environmental governance community can create a standardized and orderly governance environment through the collaboration of multiple subjects,which is a key path to solve rural environmental problems and a necessary way to build a livable,workable and beautiful countryside.Taking Luyi County in Henan Province as an example,this paper constructs the basic analysis framework of this study based on the theoretical basis of collaborative governance theory and holistic governance theory along the path of "the logic of rural environmental governance community construction-realistic dilemma-optimization path" : First,we define the concepts involved in the article: second,we analyze the current situation and initial results of rural environmental governance in Luyi County;second,we summarize the logic of rural governance community building;on this basis,we analyze the existing dilemmas of rural governance community model in Luyi County and analyze the causes;finally,we explore the optimization of rural environmental governance community building based on the current situation in Luyi County.Finally,based on the current situation of Luyi County,the article discusses the ways to optimize the construction of rural environmental governance community.The article theorizes the logic of rural environmental governance community construction from three perspectives: conceptual logic,interest logic and institutional logic;and after sorting out the current situation in Luyi County,it is found that there are cooperation dilemmas among multiple subjects such as government,social organizations and farmers,and there are insufficient participation of multiple subjects in environmental governance,insufficient cooperative governance and interaction among multiple subjects,and lack of effective incentives and supervision mechanisms in the environmental governance community in Luyi County.These problems not only affect the rural environmental governance,but also hinder the construction of rural environmental governance community.In view of these problems,we summarize and analyze the essential causes of the problems according to the phenomena in the research,mainly including the unclear role of governmental governance subjects,the limited willingness of enterprises to supply public goods,the insufficient endogenous motivation of social organization development,the relative lag of villagers’ spiritual civilization construction,and the imperfect governance system coordination mechanism.Based on this,the optimization paths are proposed,such as promoting the participation of multiple subjects,improving the mechanism of coordination and interaction,improving the communication and feedback mechanism and establishing a sound monitoring and evaluation mechanism.
