In recent years,real estate enterprises have frequently thundered,and well-known real estate enterprises such as Evergrande Group Limited,Tahoe Group Limited,and Rongchuang Group Limited have successively experienced debt crises and difficulties in project delivery,which have attracted much attention and caused many buyers to worry or even anxiety.The crisis in the real estate industry has exposed the serious consequences of the disorderly expansion of capital.The misappropriation of pre-sale funds has caused problems such as the failure to deliver the unfinished real estate,arrears to builders and suppliers,highlighting the urgent need to solve the problem of poor supervision of pre-sale funds.Based on the theory of government regulation,multi-center governance theory and information asymmetry theory,this paper combs the supervision policy of pre-sale funds of commercial housing in Zhangjiagang City and studies the scale and supervision measures of pre-sale funds in Zhangjiagang City.The characteristics of the supervision of pre-sale funds in Zhangjiagang City are summarized as follows : the use of regulatory quotas for regulation,the introduction of guarantees to replace regulatory quotas,and the allocation of nodes and proportions are more detailed.The analysis of the current situation finds that there are problems in the supervision of pre-sale funds of commercial housing in Zhangjiagang City :lax supervision of pre-sale funds,lack of macro-control remedy system,and lack of communication among government departments,regulatory banks and supervision units.Lack of information disclosure system,imperfect remedial mechanism,insufficient supervision and punishment,unbalanced supervision,etc.,summarize and analyze the causes : imperfect selection of regulatory subjects,loopholes in the scope of capital supervision,lack of consideration of uncontrollable factors,lack of departmental communication and cooperation,lack of information disclosure,weak supervision and punishment,and imperfect supervision system.Based on the relevant theoretical basis,this paper puts forward some suggestions to improve the supervision of commercial housing pre-sale funds,which are divided into improving the supervision system of commercial housing pre-sale funds and constructing supporting measures for the supervision of commercial housing pre-sale funds.Specifically,on the one hand,we should further clarify the regulatory body,improve the accounting management of pre-sale funds,determine the scope of supervision and regulatory limits,clarify the use and management of pre-sale funds,and strengthen the punishment regulations.On the other hand,we should establish a margin system,establish a joint supervision system between construction units and supervision units,establish a supervision and insurance system for pre-sale funds of commercial housing,improve the access system of real estate development market,improve the enterprise credit mechanism,improve the supervision information disclosure system of pre-sale funds of commercial housing,improve the supervision risk early warning system of pre-sale funds of commercial housing,and build a series of countermeasures such as pre-sale funds supervision information platform to promote more efficient and effective supervision of pre-sale funds of commercial housing.
