Research On The Construction Quality And Improvement Path Of Village-level Party Organizations From The Functional Perspective

General Secretary Xi Jinping proposed in the report of the 19 th National Congress of the Communist Party of China to "continuously improve the quality of party building." As the nerve ending organization of the Communist Party of China,village-level party organizations are the fighting fortress for implementing the party’s principles and policies,implementing the party’s rural work tasks,and promoting rural reform and development,the core force leading the peasant masses to promote the strategy of rural revitalization,and the solid foundation for the party to serve the broad masses of peasants.Therefore,it is necessary to pay attention to the "last kilometer problem in the process of quality improvement",pay attention to the construction quality of village-level party organizations,and continuously improve the construction quality of village party organizations.On the basis of reviewing the classic Marxist writers and party building theory,this paper constructs an analytical framework for the quality of village-level party organization construction from the perspective of functional theory,further selects 27village-level party organizations in J Town as cases to explore the current situation and influencing factors of village-level party organization construction quality from the functional perspective,and further proposes a path to improve the quality of village-level party organization construction from the functional perspective,in order to provide theoretical reference for the improvement of the quality of grass-roots party organization construction.The full text is divided into five chapters.The first chapter,as an introduction,mainly conducts basic research on the research background,significance,and methods of the content involved in this article;the second chapter is mainly to further construct the theoretical framework for the construction quality of village-level party organizations from the functional perspective on the basis of clarifying the core concepts,and believes that the construction quality of village-level party organizations from the functional perspective mainly includes four aspects: the quality of political leadership construction,the quality of service to the masses,the quality of social integration construction,and the quality of political recruitment The third chapter explores the current situation of the construction quality of 27 village-level party organizations in J Town based on descriptive statistics and case analysis methods to analyze their problems in four aspects,the quality of political leadership construction is mainly reflected in the two aspects of political work ability and political cohesion,the quality of service to the masses is mainly reflected in the concept of service and service effectiveness,the quality of social integration construction is mainly the organizational coordination ability needs to be expressed with the interests of farmers,and the quality of political recruitment construction is the overall quantity of party member development and the comprehensive quality of party member development;The fourth chapter is based on literature research and case analysis method,in-depth exploration of the causes of the quality of village-level party organization construction from the functional perspective,mainly including the internal political ecology needs to be optimized,the social centripetal force needs to be improved,the overall quality of the party member team needs to be improved,the foundation for serving the masses needs to be improved,and the village-level organization resource guarantee needs to be improved;the fifth chapter proposes the path to improve the quality of village-level party organization construction from the functional perspective,that is,optimizing the internal political ecology,highlighting the quality of political leadership,straightening out the governance relationship,strengthening the quality of social integration,Consolidate the talent base,improve the quality of the party member team,practice the mass line,strengthen the quality of serving the masses and strengthen the guarantee of resources,and improve the quality of party organization construction.
