| The report of the 20th National Congress of the Communist Party of China proposed that national security is the bedrock of national rejuvenation,and social stability is a prerequisite for building a strong and prosperous China.Faced with new contradictions and challenges,we should improve the ability of fending off and defusing major risks and guard against systemic security risks tightly[1].The unpredictability,variability and seriousness of the consequences of public emergencies are becoming more and more obvious.While the cause of emergency management has made great progress and the emergency management system with Chinese characteristics has basically taken shape in the new era,the people’s demand for safety has become increasingly strong under the transformation of major social contradictions.The modernization of the national governance system and governance capacity has put forward higher requirements for emergency management.Against this background,it has become a problem demanding prompt solution that how to improve the efficiency of the government’s accurate emergency decision-making and reduce the losses caused by the outbreak of emergencies.With the acceleration of the innovation of the new generation of network information technology,emergency management decision-making presents an important new feature of digital transformation,and the digital transformation of emergency management system,as an important part of the economic society and a concentrated embodiment of national governance capacity,is on the agenda.At present,the construction of emergency platform as a decision-making assistance system nationwide has improved the efficiency of government decision-making with technical support,but there are still problems such as insufficient data information,isolated platforms that are not interconnected,low level of information processing,and untimely risk warning.Therefore,this thesis introduces multi-modal general science and technology based on big data,blockchain,cloud computing and other information technology means,combines it with government emergency management decisions,and explores the accurate early warning and prediction of public emergency crisis and change through accurate computing logic and human-computer cooperation,and the accurate layout and planning of early opportunities and new situations,thus trying to reveal the precise and refined interaction logic and optimizing countermeasures of multi-modal general science and technology emergency decision-making paradigm from the practical and theoretical levels.In the Interaction Logic part,this study analyzes the surface logic and internal logic of multi-modal general science and technology enabling government precise emergency decision-making from the macro and micro levels.First of all,through double helix theory,it is found that multi-modal general science and technology and the surface logic of government precise emergency decision-making is in line with the double helix external relationship model of“technology integration-precise decision-making”.They jointly promote the improvement of government emergency decision-making ability in the spiral rise and virtuous circle.Soon after,based on technology embedding theory and digital empowerment theory,it explores the internal logic of multi-modal general science and technology enabling government precise emergency decision-making,and finds that the internal logic of the two follows the underlying logic of“technology empowerment-organizational reshaping-process reengineering”and the operation logic of“structural empowerment,resource empowerment and psychological empowerment”.Then,according to the current situation of multi-modal general science and technology enabling government emergency decision-making,the necessity of introducing multi-modal general science and technology into emergency decision-making field,the application of technology and its using effect are analyzed.In view of the challenges of technology dimension,governance dimension and value dimension in the emergency decision-making process of multi-modal general science and technology empowerment,this thesis proposes to build a technological ecology of multi-modal general science and technology enabling government precise emergency decision-making,restructure the institutional arrangement of science and technology empowerment,and balance intelligent emergency and civilized emergency.The application of multi-modal general science and technology is an important breakthrough to promote the government’s accurate emergency decision-making.However,in the process of enabling the government’s emergency decision-making with intelligent technology,it is necessary to guard against the double-edged sword effect of technology.On the one hand,we should accelerate the integration of technology research and application with emergency management decision-making,and build a intelligent emergency decision-making system in the new era.On the other hand,from the technical,institutional and cultural aspects,we should reduce or even eliminate the negative impacts of technology empowerment,and improve the effectiveness of emergency decision-making. |
