Research On The Role Of Informal Mechanism In The Construction Of People’s City

At present,China’s urbanization is in a stage of rapid development.The level of urban development is constantly improving and the level of urban energy is growing.At the same time,urban construction lags behind economic construction,and the problem of insufficient urban development is prominent.The problems and challenges faced by urbanization development are rooted in the fact that urban development is separated from people,the people’s dominant position has not been given due attention,and people’s interests have not been balanced.General Secretary Xi Jinping first proposed the concept of "People’s City" at the Central City Work Conference in 2015.When he visited Shanghai in 2019,He first proposed the important concept of "People’s City People’s Construction,People’s City for People",which provided a fundamental basis for the construction of people’s city.The report of the 20 th National Congress of the Communist Party of China put forward,"adhere People’s City People’s Construction,People’s City for People".In2021,Wuhu City has successively held Chatting Breakfast Meeting and deployed people ’s urban construction.Chatting Breakfast Meeting have built new channels for government-enterprise and government-society communication,effectively promoting people’s urban construction.It is of great significance to study the practical innovation of Wuhu’s construction of people’s city for enriching the construction path of people’s city and promoting the high-quality development of people’s city.This paper focuses on collaborative governance theory,multi-center governance theory,deliberative democracy theory and literature research,case analysis,questionnaire survey,interview and other methods to study the role of informal mechanism of Chatting Breakfast Meeting in people’s city construction.Firstly,it introduces the background and dilemma of Wuhu people’s city construction,the implementation process and main characteristics of Chatting Breakfast Meeting.Secondly,through research and analysis,This paper analyzes that Wuhu Chatting Breakfast Meeting will build a consultation platform,service platform,cooperation platform and publicity platform for people’s urban construction,promote the identity of the main body of people’s urban construction,optimize the development environment,lay a solid economic foundation and enhance soft power.However,there are still some problems,such as the coverage of participants is not wide,the diversity of chat topics is insufficient,the completion rate of appeals is not high,and the influence of brand publicity is not large.The main reasons are that the continuity of the mechanism is not clear,the government service efficiency has shortcomings,and the publicity and reporting mechanism is not perfect.Finally,four countermeasures and suggestions are put forward : highlighting the long-term nature and strengthening the top-level design of the mechanism;highlight the diversity and build a city co-construction platform;highlight the effectiveness,improve the efficiency of government services;highlight accuracy,strengthen communication capacity building.
