The comprehensive report on the management of state-owned assets in 2020,issued by the State Council,mentions the implementation of the "living a tight life" requirement to enhance the efficiency of administrative and public sector state-owned asset utilization.This reflects the government’s determination to improve the quality and efficiency of administrative and public sector state-owned asset management,which has been increasingly emphasized.In recent years,performance assessment has become an important means of examining and validating government work,and various regions have started adopting performance assessment methods for state-owned asset management.However,the number of experimental units is currently limited,with subdistrict offices being particularly few.As administrative units closest to the people and responsible for addressing immediate difficulties,subdistrict offices possess state-owned assets with significant amounts,numerous quantities,and diverse types,making performance assessment highly necessary.This article is primarily based on goal management theory and utilizes the Delphi method,case analysis method,and analytic hierarchy process.By referring to previous scholarly research and current policies,and based on the lifecycle of assets,a performance evaluation and assessment model for state-owned assets is constructed,considering evaluation subjects,principles for selecting indicators,and hierarchical design of indicators.After validating the model using actual data from SC Subdistrict,conclusions are drawn regarding the structural deficiencies in state-owned assets,errors in asset allocation planning,and inadequate staffing of asset management departments in SC Subdistrict.Finally,it is suggested that the promotion and implementation of performance evaluation for state-owned assets can be facilitated through the establishment of assessment systems,information disclosure mechanisms,and strengthened system development.These measures aim to increase practical feasibility and provide policy recommendations for scholars and organizations seeking to implement performance evaluation for state-owned assets.
