| Rural grassroots organizations are the most basic component of rural areas,an important basis for the implementation of our country’s policies and guidelines in rural areas,and a bridge between the Party and the government to closely contact the farmers.With the further deepening of reform and opening up,and the acceleration of rural grass-roots democracy construction,the construction of village level organizations in the new era presents new changes,new characteristics and new trends,which has brought a series of new problems,new contradictions and new challenges to the management of village level affairs.In the face of new forms and tasks,village level affairs management has a long way to go.In order to better and faster promote the management of village affairs,and strive to explore an effective way to give full play to the leading role of rural grass-roots organizations in the construction of a modern new countryside under the new situation,this paper summarizes and analyzes the current situation of the work of rural grass-roots organizations,combined with the rural reality of Wencheng County,and makes a useful exploration to improve the "five discussions and two disclosures" management model of village affairs.The normal operation of any village level affairs management mode can not be separated from the coordination of various factors such as people,things and things。This paper expounds the content and operation mechanism of the current "Five Discussions and Two Openings" management model in Wencheng County,summarizes the achievements of the implementation of the "Five Discussions and Two Openings" management model,and points out that under the background of implementing the rural revitalization strategy,the "Five Discussions and Two Openings" management model has some problems in the actual operation process,mainly due to the poor policy communication in all aspects,The inadequate system and mechanism of standardized management of village affairs restricts the full realization of democracy.Village cadres are not strong in performing their duties,and it is difficult to achieve optimal allocation of rural social resources.It is difficult to straighten out the contradictions between rural grass-roots party organizations and villagers’ committees,and between village cadres and ordinary people.Some village cadres are unreasonable,unfair,and humane.After that,we put forward countermeasures and suggestions from the aspects of grass-roots organization governance ability,village collective economic development,village level service ability,standardized management of village affairs,and made it clear that the direction of improving the village level affairs management model in Wencheng County is to explore and establish the "five discussions,two disclosures+" management model.The mode of "five discussions and two disclosures" refers to the important affairs at the village level and the matters related to the villagers’ vital interests.Democratic decision-making must be carried out under the leadership of the village level party organization and in accordance with the requirements of "five discussions and two disclosures".The "Five Deliberations" refer to the suggestions of the party members,the masses,the village party group and the organization,the joint meeting of village affairs,the deliberation of the general meeting of the party members,and the resolutions of the general meeting of the villagers."Two publicity" refers to the publicity of voting results and implementation,which is supervised by the village affairs supervision committee throughout the implementation process,and the implementation results are disclosed in a timely manner.The content of "+" refers to the standardized mechanisms of village affairs such as "+the improvement of governance capacity of grassroots organizations","+the transformation of economic development model","+the improvement of village level service capacity",and "+the standardized management of village level affairs". |
