| On March 4,2018,General Secretary Xi Jinping pointed output forward the concept of "new political party system" for the first time,and he pointed out,"As a basic political system in China,the system of multi-party cooperation and political consultation under the leadership of the Chinese Communist Party(CCP)is a great political creation of the CCP,the Chinese people,the democratic parties and nonparty personages.It is also a new political party system that grows out of the soil." The people of the CPC have formed a new political party system rooted in and growing up in China,with distinctive Chinese characteristics and Chinese style,based on the Marxist party theory,the excellent traditional Chinese culture as the wisdom gene,and the scientific discourse of previous leadership groups as the theoretical cornerstone.The new political party system of our country takes the leadership of the CPC as the core essence,multi party cooperation as the internal mechanism,political consultation as the operating mechanism,and democratic supervision as the effective guarantee,which promote the effective operation and stable development of the new political party system.This article reviews the phased characteristics and landmark events of four historical periods,and summarizes the historical development of China’s new political party system,which has undergone extensive practice of revolution,construction,and reform,it was established at the time of the successful convening of the Chinese People’s Political Consultative Conference(CPPCC)with the "May 1 Slogan" as the starting point,and continues to develop with the pace of reform and opening up,We will continue to deepen and improve in the tide of socialism with Chinese characteristics entering a new era.Through the analysis and comparison with the western party system,this paper summarizes the distinctive features of our new party system from four dimensions,and recognizes its essential characteristics from the perspective of adhering to the leadership of the CPC,adhering to the guiding position of Marxism,and realizing the universality of interest representation;Grasp the characteristics of their relationship from three aspects:sharing honor and disgrace,close cooperation,and supervision by participating parties;Analyzing its operational characteristics from adhering to people-centered,consultative democracy,and democratic centralism;Understand its functional characteristics from promoting democratic development,promoting social integration,and enhancing governance efficiency.China’s new political party system has entered a new stage of development,showing unparalleled theoretical and practical value.In terms of theoretical value,the rich practice of China’s new political party system has added new connotation to Marxist political party theory,breaking the discourse hegemony shield of "Western centralism",gradually constructing an international discourse system of China’s new political party system,and submitting a Chinese answer sheet that can solve the world’s political party problems.In terms of practical value,China’s new political party system has provided endogenous impetus for promoting the liberation and development of productive forces,ensured national political security and long-term stability of the overall social situation,provided institutional basis and political guarantee for the modernization of the national governance system and governance capacity,and played an irreplaceable and important role in the development of people’s democracy throughout the process. |
