Telecom network fraud is the use of telecommunication network technology or software products to get in touch with the victim through remote and non-contact methods,and to use fictitious facts to make the victim feel anxious,fearful,etc.,and then defraud public and private property.Due to the continuous evolution and upgrading of telecommunications and network fraud crimes in terms of methods,technical principles,and scope of influence,the public security organs actively adopt various methods such as publicity and prevention,investigation and attack,and joint prevention and control,and strengthen contact with financial and communication departments.Cooperation,and gradually build a collaborative governance model for telecommunications and network fraud.With the continuous accumulation of practical experience in combating telecommunications and network fraud in various places,and driven by network information technology,the Anti-Telecommunications and Network Fraud Center has emerged as the times require,forming a public security agency-led,financial,communication,technology companies,social enterprise organizations and other external organizations.Collaborative governance pattern with cooperative force as the auxiliary.With the strong support of the Inter-Ministerial Joint Conference of the State Council on Combating and Governing New-type Illegal and Crimes in Telecommunications Networks,public security organs at all levels across the country continue to promote the construction of anti-telecommunication network fraud centers,and jointly build a coordinated operation and governance system for anti-telecommunication network fraud centers at all levels.At present,a four-level structure of ministerial level-provincial level-city level-county level has been formed,and the overall structure is "1+32+316+2935",that is,1 national antifraud center,32 provincial-level anti-fraud centers and 316 Anti-fraud centers in prefecturelevel cities and 2,935 county-level anti-fraud centers.Among them,the prefecture-level city anti-telecom network fraud center is at the middle level.It undertakes the policy instructions and work tasks of the higher-level anti-telecom network fraud center,coordinates and guides the lower-level anti-telecom network fraud center’s combat prevention and governance work,and promotes and improves the country.It plays an important role in the construction of the coordinated operation governance system of the anti-telecommunication network fraud center.In recent years,the W City Anti-Telecommunication Network Fraud Center has continued to promote its construction and development by strengthening ideological concepts,strengthening professional knowledge training,improving resource allocation,and enriching technology applications.The article uses the case of W city to deeply observe and analyze the details of the operation of the prefecture-level city’s anti-telecommunication network fraud center,and finds that the W city’s anti-telecommunication network fraud center mainly includes receiving police and appealing,inquiry,stopping payment and freezing,early warning,interception and countermeasures,Work processes and operational links such as research and attack,publicity and control,multi-party coordination,and industry governance have formed a five-in-one operation mechanism of "fighting,prevention,control and publicity" and a cross-departmental collaborative governance mechanism to achieve operational results such as telecom network fraud.The governance goal of "two ups and two downs".The study found that there are still some problems in the operation of the prefecturelevel city anti-telecommunication network fraud center: the implementation of policies and mechanisms is not in place,the strength of the professional team is weak,the integration process is not smooth,the information management platform is not perfect,the supervision is not comprehensive,and the incentive mechanism is not perfect.Issues of form and so on.The study proposes to optimize the operation path of the prefecture-level city antitelecommunication network fraud center from three aspects: technology,system,technology and system interaction: in terms of technology,from the three aspects of information technology,professional knowledge and experience,informal rules and resources,etc.In terms of systems,improve the institutional construction of the anti-telecom network fraud centers in prefecture-level cities,and promote the division of labor system regulations for antitelecommunication network fraud centers in prefecture-level cities.
