| The political ecology is a matter of the Party’s governing image and affects the overall development of the country,and is a source of enhancing the credibility of public security organs and the combat effectiveness of their teams.As the county-level public security organs that have the closest contact with the people,their political ecology gradually shows a mismatch with the needs of the current situation and tasks when the spiritual and material pursuits of the people change.Because institutional construction is more fundamental,global,stable and long-term,it is important to promote the political ecology of county-level public security organs for the better from the institutional path.Only then can they better serve the people and better give full play to their functions.The construction of the political ecology of public security organs is essentially a kind of institutional arrangement and is a gradual process.Through the general idea of reviewing history,basing on the present and looking ahead,this paper uses research methods such as literature research,historical analysis,field observation and interdisciplinary analysis,attempts to apply the analytical framework of historical institutionalism,analyses the political ecology of countylevel public security organs through the perspectives of historical and institutional views on factors such as political environment,actors and key nodes,and reviews the institutional process of shaping the political ecology of public security organs.Based on the century-long history of the Communist Party of China,the political ecology of public security organs since the founding of New China is divided into three periods: the initial stage during the period of socialist revolution and construction,the adjustment stage during the period of reform and opening up and socialist modernization,and the perfection stage in the new era of socialism with Chinese characteristics,and the three aspects of institutional construction,concrete measures and ideology and politics in each period are analysed in detail.It is concluded that the political ecology of public security organs has been shaped by four main factors: the development of China’s economy,political system,ideology and culture,and the international environment,as well as the existence of two paths of dependence,namely,the continual development of good systems and the obstruction of inefficient system innovation.It is also found that the process of shaping the political ecology of county-level public security organs is characterised by a shift from institutional "rigidity" to institutional "resilience".Since entering a new era,the international and domestic situation facing China has become increasingly complex,and there are many problems with county-level public security organs in terms of political life,political discipline and rules,political culture,selection and appointment,and cleanliness and integrity.The systemic reasons behind them are mainly in the areas of weak ideology,inadequate content setting,insufficient institutional safeguards and an unsatisfactory evaluation system.In shaping the political ecology of county-level public security organs,the basic principles of political primacy,service to the people and fairness and justice should be followed,and research and exploration should be conducted mainly in the areas of strengthening ideological awareness,improving content settings,safeguarding implementation and supervision,and establishing feedback mechanisms. |
