| Channel drug-related crime not only has serious social harm,but also seriously damages the mailing industry ecology of our country.Therefore,the study of this crime phenomenon is not only a realistic requirement to deal with the new trend of drug-related crimes in the channels of delivery and expand new ideas of anti-drug work,but also an inevitable requirement for the public security organs to carry out drug crime management and promote the continuous development of anti-drug work.From the perspective of investigation and prevention,this paper takes drug-related crimes in delivery channels as the research topic,and explores countermeasures of investigation and prevention of drug-related crimes in delivery channels through literature analysis,case analysis and field investigation.The main content of this study includes the following four parts:The first part is an overview of drug-related crimes in delivery channels.This part defines the concepts and types of drug-related crimes in delivery channels,explains the concepts of "detection" and "prevention",and introduces the theoretical basis of this study.The second part analyzes the status quo and causes of drug-related crimes in delivery channels by combining typical cases on China Judicial Documents Network and field investigation.The study found that due to the convenience of the developed delivery channel,drug trade security risk is low;regulatory departments are scattered and hard to form unified regulatory efforts;the delivery safety supervision system is not in place,and the enterprise selfsupervision is absent.Therefore,the number of drug-related crimes in the delivery channel is increasing and the crime pattern is iterating.The relationship of delivery is complex,and the delivery is networked and digitalized obviously.Various modes of delivery,strong awareness of anti-investigation.Interconnecting with each other at home and abroad and integrating operations across regions.Traditional drugs and new drugs coexist,disguise the characteristics of enhanced concealment.The third part reveals five difficulties in the detection and prevention of drug-related crimes in the delivery channels,that is,the difficulty in obtaining the delivery data and the insufficient development of intelligence ability;difficulties in electronic forensics,examination and identification;insufficient extension of investigation and strike,strike effect is not significant;the legal basis of Posting and delivery and the basis of prevention and control in the delivery industry is weak;the means of crime are escalating rapidly,and the cost of investigation and prevention is increasing.In the fourth part,according to the predicament of drug-related crime detection and prevention in the delivery channel,the detection countermeasures and prevention countermeasures of drug-related crime in the delivery channel in the new era are proposed.The countermeasures of detection include strengthening the integration of delivery data and establishing perfect research and judgment model;improving intelligence analysis ability,strengthening intelligence personnel training;enhancing the investigation and cooperation mechanism,strengthening the ability to handle cases;changing the traditional investigation thinking and innovating the application of investigation methods;enhancing the ability of digital forensics,comprehensively improve the combat results.Prevention and control measures include enhancing the anti-drug publicity capacity of the delivery industry,consolidating the foundation of civil air defense;optimizing the physical defense efficiency of the delivery industry,and innovating the application of technical defense measures;improving the legal system of delivery channels and strengthening our ability to secure funds;enhancing the selfregulation of drug control in the delivery industry,and innovating the construction of supervisory forces;strengthening online management of drug-related information and establishing a regulatory responsibility mechanism. |
