Face recognition technology is a new type of biometric technology based on face feature information for identity recognition.With the advent of the digital age and the development of face recognition technology,face recognition technology is rapidly popularized in smart security,government services,and commercial fields.The characteristics of socialization and popularization are gradually obvious,and it is convenient for the public to live.And the production efficiency of the society is improved.At the same time,the technology also has the problem of abuse and illegal use in the application process.Due to the neglect of potential application risks,the prevention awareness has not been established in time,which has led to repeated incidents in which face recognition technology infringes on the legitimate rights and interests of individuals and exposes personal privacy in recent years.This has brought huge security risks to citizens personal and property safety and the stability of social order.This study focuses on the face recognition technology in the application process caused by public security risks and their causes,through the endogenous factors of technology itself and law,subject,means and other exogenous factors to analyze the problem,and in response to the regulatory theory under the inspiration of the corresponding prevention and control path,to achieve the standardization of the application of face recognition technology.So as to ensure the healthy development of technology and the stability of social order.The security risks caused by the application of face recognition technology include the following categories: first,data information leakage,infringement of personal information rights;second,economic crimes,the formation of a gray industrial chain;third,the emergence of network rumors,resulting in a crisis of social trust;fourth,derogatory personality rights and interests,leading to social disputes.And these risks show the diversity of forms,the potential of occurrence,the interaction between man and technology and the induction of traditional crime and other characteristics.Through the analysis of risk types and characteristics,the security risks of face recognition technology applications have complex reasons.The first is the technology itself.In terms of the value of face information itself,the Internet-based “open source” system,the shortcomings of technology itself and the development of technology.Under the combined effect of many factors such as uncertainty,face recognition technology itself has become an incentive for public security risks.At the same time,due to the lack of external factors such as legal system,administrative supervision,and industry self-discipline,it is difficult to prevent and control the abuse of face recognition technology and such illegal and criminal acts.The research believes that to improve the prevention and control of the application of face recognition technology,it should be combined with the response-type supervision theory from the following aspects: First,optimize the prevention and control system,establish and improve the legal regulation system of face recognition technology,and provide institutional guarantee for regulatory behavior.The second is to improve the main body of prevention and control and build a regulatory structure dominated by the government and coordinated by multiple entities.The third is to scientifically choose prevention and control measures,based on tolerance and prudence,and use intelligent and differentiated prevention and control measures to effectively maintain the balance between technological development and social stability.
