Analysis On The Problems And Countermeasures Of Cadre Exchange In The Context Of The Coordinated Development Of The Metropolitan Circle Of Chongqing

The great significance for economic development and productivity layout is embodied by regional coordinated development,in which the regional economic layout and development have been emphasized by the central government all the time.To thoroughly implement the spirit of the General Secretary Xi’s important speech and significant instructions on the major deployment of promoting the construction of double city economic circle between Chengdu and Chongqing at the sixth meeting of the Central Finance and Economics Commission in January 2020,the development strategy of metropolitan circle of Chongqing has been accelerated to lay a solid foundation for the promotion of the construction of the double city economic circle.Under the development background of the metropolitan circle of Chongqing,districts A and B as strategic fulcrums of Chongqing to radiate outside are positioned as new land and sea channels in the west.Based on the integrated development of the two districts A and B,the construction of the metropolitan circle of Chongqing can be facilitated,the coordinated development of the core city and the surrounding radiation areas can be promoted,and the radiation and driving role of the two regions can be played.Districts A and B take the initiative to integrate into the construction of the metropolitan circle of Chongqing,promote the functional complementation with the central city and the development of the same city in a comprehensive and efficient way,pay attention to the stabilizing of the economic market,continue to make project investment,enhance the efficiency of attracting investment in an all-round way,strengthen the development momentum of the fulcrum city,and accelerate the integration into the new development pattern.The perfection of the way of cadre exchange and relevant policies can positively promote the coordinated development of the metropolitan circle of Chongqing.Since2021,the mutual assignment of cadre exchanges have been conducted in districts A and B,with the intention of enhancing the friendship between cadres in the two districts,strengthening communication and cooperation,as well as promoting the deep integration and development of the two districts in an all-round way.In this thesis,the research on the present status of cadre exchange in districts A and B is taken as the starting point.The methods such as interview,questionnaire survey,and literature review are used to objectively analyze the main problems of cadre exchange under the background of coordinated development between districts A and B,such as the need to improve the effectiveness of cooperation between the governments of districts A and B,the need to improve the effectiveness of cadre training,and the solving of inadequate protection in the process of the exchange.The reasons are deeply analyzed from the lack of diversity in the forms of cadre communication,the lack of design in talent introduction systems,the lack of precise design in career planning,and the conflicts in cadre communication.The actual situation is combined to make the proposal of countermeasures and suggestions,such as enhancing the top-level design of cadre communication,enriching the methods of cadre communication,optimizing relevant systems,etc.In this thesis,the issue of cadre exchange under the background of the coordinated development of the metropolitan circle of Chongqing is focused on,the suggestions and references are provided for perfecting the way and system of cadre exchange.In the meantime,the certain reference is provided for strengthening the talent guarantee in the process of urban coordinated development and getting clear of the dynamic mechanism of the development of the metropolitan circle of Chongqing.
