The report of the 20 th Party Central Committee states,"comprehensively promote the revitalization of the countryside,uphold the priority development of agriculture and rural areas,Consolidate and expand the achievements of poverty eradication,and expedite the building of a strong agricultural country." With the opening of new journey of comprehensively building a socialist modern country,in the context of modernizing national governance,realizing the rural revitalization strategy has become an inevitable necessity for the transformation of the main social contradictions in the new era of China and the construction of a harmonious socialist society,and promoting the transformation of rural governance from the traditional governance mode to the modernized governance mode needs to conform to the historical trend and be based on the national development strategy and the demand of the times.Since the implementation of the rural revitalization strategy was first proposed in the report of the 19 th Party Congress,the Party has led the people to gain a profounder understanding and mastery of the laws of rural governance in the practice of rural governance,and has initially formed a modernized rural governance system that is in line with the development of Chinese society,reflecting the people-centred value orientation.At present,there is still a wide gap in the level of rural governance in different regions of China,especially in the economically backward and less develop regions.Although with the support of national policies,rural villages in less developed regions have been developed in areas such as public health,basic education and facility provision,and the gap with regions with faster economic development is gradually narrowing,rural governance in less developed regions still suffers from unclear responsibilities of governance subjects,unsound governance institutional mechanisms,and insufficient integration of the "three governance systems",However,there are still problems such as unclear responsibilities of governance subjects,inadequate governance institutional institutions and mechanisms,insufficient integration of the "three types of governance",unbalanced economic development,and serious brain wastage and shortage of talents,which have hindered the economic development of rural areas and the improvement of rural governance in less developed regions.Therefore,an in-depth study of rural governance in less developed areas,exploring the development path to modernise rural governance under the new situation,and accelerating the creation of a new pattern of rural governance in less developed areas are important measures to modernise rural governance in China,in line with the development requirements of the new era,and are conducive to promoting the comprehensive transformation and upgrading of grassroots governance modernisation.While combing and analysing theories and literature related to the modernisation of national governance,this paper grasps the present situation of rural governance development at home and abroad,and the study of the dilemmas and the paths of rural governance in less developed regions is the focus of the whole paper,seeking to provide ideas for the modern development of rural governance in less developed regions in China.The main body of the dissertation is divided into five parts:The first part is the introduction of the thesis.The domestic and overseas review study of rural governance should be based on the analysis and collation of literature,writings and other sources,to grasp the academic context and research trends of rural governance research at home and abroad.The analysis of the basis for the selection of the topic is launched from three dimensions: history,realism and theory,the significance of the study is explained from two aspects: theoretical significance and practical significance,and the research ideas,research methods,innovations and shortcomings of the thesis are summarized and concluded.The second part is the definition of relevant concepts.The main objective is to summarise and explain the concepts of "modernisation of state governance","underdeveloped regions" and "rural governance",explain the theories of state governance of classical Marxist writers and It also summarises the national governance theories of the classic Marxist writers and rural governance concepts of the Chinese Communists.This section then follows a chronology of the four stages of the CPC’s rural governance,and elaborates on the need for rural governance in less developed areas from three perspectives.The third part takes Jilin Province as an examination of the current situation of rural governance in less developed areas.On the basis of case research in the relevant areas of Jilin Province,the basic situation and the current state of governance in the province are generally grasped through questionnaires and field research,the effectiveness and problems of rural governance in Jilin Province are summarized,and the dilemmas faced by rural governance in less developed areas are analysed.The fourth part looks at the dilemma of rural governance in less developed areas from the case of Jilin Province.It analyses the causes of the problems in the dilemma of rural governance in less developed areas from five points of view: governance subject,governance system,governance mechanism,governance talent and governance supply,and then sorts out the effective path to solve the dilemma of rural governance in less developed areas.In the fifth part,the effective path of rural governance in less developed areas is clearly proposed.In the context of the modernization of national governance,the current situation of rural governance in less developed regions is taken as the basis of reality,and Marxist rural governance theories and ideas are used as the basic guidance to explore the effective paths of rural governance in less developed regions and enhance the capacity and level of rural governance in less developed regions. |
