Research On The Transformation Of Township Government Functions In The Process Of New Urbanization

The 18 th National Congress of the Communist Party of China clarified for the first time the connotation of "people-oriented" new-type urbanization.The “14th Five-Year Plan” outlines to improve the new-type urbanization strategy from three aspects:accelerating the urbanization of agricultural transfer population,optimizing the spatial layout of urbanization,and comprehensively improving the quality of cities.The State Council’s "2021 Government Work Report" proposes to accelerate the promotion of new urbanization strategies and improve the quality of urbanization development.It can be seen that the construction of new urbanization has become the general direction of the current work of the Chinese government,which puts forward new requirements for the transformation of township government functions.In recent years,although township governments have been actively adapting to new requirements,deepening institutional reforms,continuously rationalizing and improving various functions,and have achieved remarkable results in accelerating the transformation of functions,in the process of new urbanization,township governments still have some constraints on their functions play the problem.Taking Bihu Town,Lishui City,a typical large town in southwestern Zhejiang as an example,this paper focuses on summarizing the domestic new urbanization literature on the basis of public management theory,public service theory,administrative ecology theory and governance theory.Arrangement and analysis,this paper takes Bihu Town,Lishui City as the research object,discusses the transformation of township government functions and their interrelationships,examines the status quo of government performance in Bihu Township,Lishui City,and studies the transformation of township government functions in the process of new urbanization.path.According to the research idea of "summarizing the meaning and content of the subject-analyzing the basic theory-summarizing the status quo and effectiveness-sorting out the problems,analyzing the reasons-proposing countermeasures",this paper is divided into five chapters to discuss the research content: the first chapter summarizes the selected topics.The background and significance,through the analysis of relevant research results at home and abroad,expounds the research ideas,methods and innovations of this paper;the second chapter expounds the new urbanization,the meaning of township government,the main direction and direction of the current township government function transformation.The main goal of the transformation of township government functions in the process of new urbanization.And analyzes the necessity and feasibility of the transformation of township government functions in the process of new urbanization;the third chapter mainly sorts out and summarizes the basic situation of the new urbanization of Bihu Town,Lishui City and the main practices and effects of the local government,and shows the research object.Typical,and summarize reasonable and effective functional transformation measures from the performance results.The fourth chapter points out the existing problems and analyzes the causes of the problems deeply through the analysis of the questionnaires on the basis of analyzing and summarizing the main methods and results.The fifth chapter is based on the existing theory and domestic and foreign experience,based on the relevant policies of the province,city and district,aiming at the development planning of Bihu Town in Lishui City and the specific situation of the local government’s performance of responsibilities,through the analysis of Bihu Town in Lishui City.The development planning and the specific situation of the local government’s performance of responsibilities,starting from six aspects of government construction,this paper expounds the path of the transformation of township government functions in the process of new urbanization.This will provide useful exploration for further promoting the new urbanization strategy and embarking on a new journey of socialist modernization.
