Research On The Optimization Of County Government Emergency Administration In The New Period

In recent years,with the advancement of technological development,industrial reform and urbanization,all kinds of emergencies often occur with high frequency,great destructive power and strong influence.Coupled with the interweaving of global changes in the past century and the epidemic situation in the new century,the risk superposition,linkage and resonance effects in various fields are prominent,and the difficulties and challenges that the government needs to deal with have increased significantly.The CPC Central Committee has put forward the requirements for promoting the modernization of China’s emergency management system and capacity.The construction of emergency management of county-level governments has been greatly improved.However,in the process of continuous emergencies and handling,there are some areas to be improved.How to improve the scientific,professional,intelligent and refined level of emergency management by optimizing the emergency management of county-level governments,It is a topic worth studying at present.This paper selects the specific practice of emergency management of Qingyuan County Government in Zhejiang Province as the starting point,and comprehensively uses the methods of literature review,interview and case analysis to make a more detailed study on its implementation of the "three-level linkage" command mode of social emergency management,the construction of a "multi platform integrated" comprehensive emergency command platform,and the innovation of digital enabled social governance to build a "new mode" of emergency management of county-level governments in mountainous areas,Draw good practices worthy of reference,and analyze the shortcomings and reasons,in order to provide some reference for the practice of emergency management in other counties and cities of the same type.The article contains five parts:the first chapter introduces the background,purpose and significance of the topic,analyzes the current research status of county-level government emergency management at home and abroad,obtains the main contents,ideas and methods of the research,and finally expounds the innovation and shortcomings of the paper;The second chapter introduces the relevant concepts and classifications of government emergency management,the characteristics in the new era and the differences of government emergency management at all levels,and provides relevant theoretical support for writing the paper by analyzing the relevant theories of risk society,new public management and emergency management;The third chapter introduces the general situation of Qingyuan County,analyzes the driving factors of Qingyuan County Government’s strengthening emergency management,expounds the specific practice of Qingyuan County Government in six aspects: establishing and perfecting the emergency management responsibility system,improving the emergency support ability,strengthening the rescue force,paying attention to publicity and popularization,strengthening the investigation and rectification of hidden dangers,and strict emergency duty,and also analyzes the outstanding characteristics of Qingyuan County’s emergency management;The fourth chapter analyzes the results achieved by the practical case of emergency management in Qingyuan County,and also points out the awareness of vigilance;Plan early warning;Human,financial and material security;Emergency response capability level;Digital application;The deficiencies and reasons of public opinion disposal need to be strengthened and improved;The fifth chapter puts forward relevant countermeasures and suggestions for optimizing the construction of county-level government emergency management in the new period from six aspects: organization and management system,emergency plan,guarantee ability,disposal ability,digital application and public opinion management.
