With the further development and application of artificial intelligence technology,human society has broken the traditional relatively solidified physical space state,and gradually reshaped into a digital,multi linked algorithm social space.Algorithmic society shows the digital transfer of social behavior and order,the code remodeling of governance norms,and the regulatory doctrine is becoming increasingly prominent.This has had a far-reaching impact on the reform and development of social economy,the exercise and protection of subject rights,and the maintenance and construction of social order.On the one hand,the social application of the algorithm enhances the observability of social phenomena and facilitates the targeted decision-making of governance subjects,such as enhancing the integrity of legislation and judicial adjudication.At the same time,it also enhances the communication and exchanges of social subjects,promotes the development of digital economy,and greatly improves the convenience of citizens’ lives.On the other hand,the deep embeddedness of the algorithm and the wide range of social extension have generated social risks such as algorithm power,algorithm discrimination and algorithm black box,which have caused new problems and challenges to social governance.Therefore,it is necessary to regulate the algorithm effectively.The existing algorithm regulation measures,such as requiring the disclosure of algorithm information and giving algorithm interpretation request right,have no obvious regulation effect on algorithm application and risk,and the rule of law and institutionalization characteristics of regulation measures are not prominent.Therefore,it is necessary to propose and establish an algorithm impact evaluation mechanism,define the connotation of algorithm impact evaluation,and clarify the functional mechanism of algorithm impact evaluation system,such as enhancing the interpretability of algorithm,the prevention of risk,and the balance and reflection of value,so as to provide explanation and evidence for the effectiveness of algorithm impact evaluation mechanism in regulating the social application of algorithm,preventing and responding to algorithm social risks,and giving full play to algorithm governance efficiency.At present,the domestic research on algorithm impact evaluation system is insufficient,and the relevant research literature and discussion are still relatively weak.It is necessary to analyze and summarize the beneficial experience on the construction of algorithm impact evaluation system in foreign countries on the basis of learning from foreign experience,including defining the algorithm impact evaluation mechanism as a new institutional resource for governance and supervision,building an objective and visual impact evaluation system,building diversified participants to ensure the exercise of citizens’ supervision power,and paying attention to the guidance and shaping of the social value of algorithms.In view of this,when constructing China’s algorithm impact assessment system,the following points should be done well: first,establish appropriate and classified algorithm impact assessment procedures;The second is to build a reasonable and legitimate algorithm impact evaluation mechanism;The third is to grasp the integrity of the content of algorithm impact assessment and response measures,that is,technical impact and result impact,preventive measures and positive functional measures.Institutionalize the algorithm governance tools through the algorithm impact evaluation system,give full play to the maximum efficiency of the combination of algorithm and social governance,and promote the improvement of governance level and the modernization of governance capacity in the digital age.
