| In the report of the 20 th National Congress of the Communist Party of China,the importance of agricultural science and technology and agricultural equipment support was emphasized.In order to achieve the goal of becoming a agricultural powerhouse,China must learn from developed countries,continuously improve the level of agricultural technology,and accelerate the pace of agricultural modernization to keep up with the pace of the times.Financial support for agriculture is a necessary means to build a moderately prosperous society and a socialist modernized country comprehensively.Agricultural modernization is the overall goal and highest requirement of the development of socialism with Chinese characteristics.With the increase of national financial support for agriculture,it is necessary to improve financial support performance evaluation.Through comprehensive and systematic financial support performance evaluation of governments,departments,and projects,the allocation of public resources can be more accurately identified.Moreover,policies can be formulated more scientifically and reasonably,which contributes to the sustainable development of the economy and society.This paper delves into the current research on agricultural science and technology industrial parks,financial support from governments and their impact on performance in both domestic and international research.By using new public management theory,public finance theory,performance evaluation theory,and AHP analysis method,this paper constructs a financial support performance evaluation system for agricultural science and technology industrial parks.In this paper,the current situation of financial support for agricultural science and technology industrial parks is also analyzed.The conclusions of this paper are as follows:(1)The overall annual performance score of the Yuanbaoshan Agricultural Science and Technology Industrial Park shows an upward trend,reaching a high performance level of 0.97 in 2020.However,there has been a downward trend in the past three years.In order to improve the performance score,the joint efforts of the district government and the Agricultural Science and Technology Industrial Park are needed.(2)In terms of financial guarantee,the government of Yuanbaoshan District has the problem of insufficient financial support for the agricultural science and technology industrial park.Whereas,the reduction in the number of days allocated for fund decomposition reflects an improvement in the execution efficiency of the financial department.(3)In terms of project management,with timely entry and relatively comprehensive project content,the construction process of the project library for the Agricultural Science and Technology Industrial Park in Yuanbaoshan District is relatively standardized.However,the performance management of the project is not yet in place,and the degree of information disclosure needs to be improved.(4)In terms of effectiveness,the agricultural science and technology industrial park lacks the driving force to drive farmers’ employment and increase farmers’ income.Whereas,it has achieved a high budget execution rate and has also been recognized by many service recipients,and public satisfaction has been increasing year by year.This article proposes practical and feasible suggestions based on the advantages and disadvantages of performance evaluation on the financial support in Yuanbaoshan District: Increase the investment of financial support funds;Strengthen performance management work;Improve the information disclosure system;Cultivate new types of farmers and drive their employment;Strengthen project library management work;Build a service-oriented government;Improve the budget management system.Put forward the operation and management strategy of agricultural science and technology industrial park;Strengthen agricultural science and technology to promote independent innovation;Develop green agriculture to promote sustainable agricultural development.The research results of this article are beneficial for the improvement of financial support level and future development for agricultural science and technology industrial parks in Yuanbaoshan District.Yuanbaoshan District Government should actively respond to the call of the national rural revitalization strategy,vigorously develop agricultural science and technology industrial parks by increasing investment,introducing and strengthening organizational leadership.All in all,aiming at achieving higher goal,Chinese governments needs increase policy support and actively promote the development of agricultural science and technology industrial parks. |
